Self Sufficiency Fund Program

The Self Sufficiency Fund is a training grant to help individuals obtain industry recognized credentials and be placed in an occupation that provides a path toward Self Sufficiency. The program focuses on training for the following groups:

• Adult receiving government assistance such as Supplement Nutrition Assistance Program (SNAP) or Temporary Assistance for Needy Families (TANF).
• Individuals at risk of becoming dependent on public assistance.
• Individuals earning less than $37,000 annually with a dependent child, custodial or non-custodial.
• Youth between the ages of 18-24 that are a part of a low-income household.

The Self Sufficiency program is administered by the Texas Workforce Commission, in partnership with public community and technical colleges, a higher education extension service, and community-based organizations, and is governed by the following rules and regulations:

• Texas Administrative Code, Title 40, Part 20, Chapter 835
• Texas Labor Code, Chapter 309

Program Requirements:

• Grantees must provide training that leads to an industry-recognized certificate or credential.
• Training can be for any target occupation or an occupation that is subject to approval by the local Workforce Development Board.
• Training must focus on core or support occupations that provide a path toward higher-level occupations.
• Various training methods are accepted, including classroom, simulations, and online instruction.
• Applicants may receive up to $500,000 for projects.
• Target cost is $2500 per trainee.
• Funding may include tuition, training materials, books and supplies.
• Job placement for participants is required and may be with any employer.

About CPRIT

The State of Texas has established the Cancer Prevention and Research Institute of Texas (CPRIT), which may issue up to $6 billion in general obligation bonds to fund grants for cancer research and prevention.

CPRIT is charged by the Texas Legislature to do the following:

• Create and expedite innovation in the area of cancer research and in enhancing the potential for a medical or scientific breakthrough in the prevention of, or cures for, cancer;
• Attract, create, or expand research capabilities of public or private institutions of higher education and other public or private entities that will promote a substantial increase in cancer research and in the creation of high-quality new jobs in the State of Texas; and 
• Develop and implement the Texas Cancer Plan

Rationale

The aim of this award mechanism is to bolster cancer research in Texas by providing financial support to attract very promising investigators who are pursuing their first faculty appointment at the level of assistant professor (first-time, tenure-track faculty members). These individuals must have demonstrated academic excellence, innovation during predoctoral and/or postdoctoral research training, commitment to pursuing cancer research, and exceptional potential for achieving future impact in basic, translational, population-based, or clinical research. Awards are intended to provide institutions with a competitive edge in recruiting the world’s best talent in cancer research, thereby advancing cancer research and prevention efforts, and promoting economic development in the State of Texas.

The recruitment of outstanding scientists will greatly enhance programs of scientific excellence in cancer research and will position Texas as a leader in the fight against cancer. Applications may address any research topic related to cancer biology, causation, prevention, detection or screening, treatment, or survivorship. Principal Investigators (PIs) with research programs addressing CPRIT’s priority areas for research are encouraged. These include implementation research to accelerate the adoption and deployment of evidence-based prevention and screening interventions, computational oncology and analytic methods, research including population-based research addressing cancer disparities, childhood and adolescent cancers, hepatocellular cancer, and expansion of access to innovative clinical trials.

The Texas HIV Medication Program (THMP) provides medications approved by the Food and Drug Administration (FDA) and insurance assistance for the treatment of HIV and its related complications for low-income Texans. To qualify for medications, potential clients who meet eligibility criteria must complete an application for assistance. Once approved, a client receives medications at an assigned pharmacy in their community.

School Bus Safety Grant Program

Program Description

The purpose of this grant program is to assist school systems with retrofitting school buses with three-point seat belts. The seat belts should comply with the safety standards established by the Department of Public Safety in accordance with Texas Education Code, Section 34.002, Texas Administrative Code, Title 37, Chapter 14, and any other applicable laws. 

The Amy Young Barrier Removal Program provides one-time grants to Persons with Disabilities in a Household qualified as Low-Income. Grants are for home modifications that increase accessibility and eliminate life-threatening hazards, and correct substandard conditions.

 The Texas Department of Housing and Community Affairs (the Department or TDHCA) announces an annual Notice of Funding Availability for Emergency Solutions Grants (ESG) funds for street outreach, emergency shelter, homeless prevention, rapid re-housing, Homeless Management Information System (HMIS), and Administration.

This grant project will enable ESC 10 to develop the online account system, website, approval criteria, and other procedures that will support the providing of funding to parents of eligible first‑ through third‑grade students to purchase approved tutoring services in reading (the Parent Access to Supplemental Supports [PASS] program). The implementation of this project will ultimately support students who are required by law to receive reading intervention or accelerated instruction due to below‑grade‑level reading performance.

Program Purpose

The 2026-2027 Empowering Early Childhood Special Education (ECSE) Educators to Improve Student Outcomes grant will enable Region 10 ESC to administer a program providing funding support for school systems and ESCs seeking training and certification for ECSE professionals during the 2026-2027 school year. The grantee will create a plan for prioritization of funds and determine the funding process for program participants. Trainings will focus on behavior management and inclusive opportunities and will increase ECSE educators to improve student outcomes for children with disabilities, ages 3 through 5 and receiving ECSE services. School systems also can apply for funding through the program to support prekindergarten teachers with dual certification in special education and general education.

Through this Request for Proposals (RFP) process, The Foundation seeks to support U.S. nonprofit organizations (i.e., registered 501(c)3 organizations) delivering or supporting high‑quality skilled trades training.

This competitive grant opportunity operates in parallel to other BlackRock Future Builders partnerships and is intended to surface additional, regionally grounded solutions across the skilled trades ecosystem. Organizations may propose direct worker training programs or capacity‑building efforts that enable systems to function more effectively and at greater scale. This first round RFP will be administered by Jobs for the Future (JFF), a national nonprofit that transforms U.S. education and workforce systems.

Focus Areas and Solutions

Applicants may propose worker training or capacity‑building solutions aligned to skilled trades workforce development.

• Worker training interventions may include direct service proposals such as pre-apprenticeship or career navigation programs, workforce training programs, apprenticeship programs, or wraparound participant supports that are supportive of training persistence and completion.
• Capacity-building interventions are organizational and system-focused, rather than in direct service of participants, and may include, but are not limited to, proposals such as ecosystem-building, demonstration projects, technology or tool adoptions, or research, among others.
