Women’s Philanthropy Fund

In 2008, Amarillo Area Foundation and a group of community-minded women established the Women’s Philanthropy Fund (WPF) to address the needs of women and children in the Texas Panhandle. In 2022, the WPF moved from a membership-only model to the opportunity for ANY individual, family, or business with a passion to support the critical needs of women and children in our region, to contribute and have a direct impact on the well-being of women and children in the Texas Panhandle… in all areas of life. 

Our Mission

To transform the lives of women and children in the Texas Panhandle through fundraising, grant-making, and advocacy.

Grant award amounts will vary between $2,500 and $10,000. WPF is focused on the needs of women and children that serve an urgent or critical need and/or demonstrate unique solutions to time-worn problems and/or engage in bold new ventures. Eligible programs will address one or more of the focus areas described below, in a manner that creates impact, shows innovation, and involves others in a collaborative manner.

Organizations or programs should address:

Self-sufficiency: Programs that provide women with the skills and resources to be economically independent and self-sufficient. Examples of such programs may include but are not limited to:

• Access to emergency shelter or affordable housing;
• Access to affordable, quality day care and after school programs for children;
• Prevention of or assistance in overcoming homelessness or poverty;
• Transportation assistance;
• Education and training programs targeted toward job skills, budgeting and money management, parenting skills, etc.

Health and Safety: Programs that support the health and well-being of women and children and allow them to live in homes and communities without fear of violence. Examples of such programs may include but are not limited to:

• Healthcare-related education and awareness programs;
• Access to preventive medical screenings;
• Low or no-cost medical services for uninsured or medically needy women and children;
• Programs that instill leadership and build esteem in women/children.

The Done-In-A-Day Grants by the Junior League of San Antonio empower local organizations by providing volunteer support for various projects. These projects typically require 4-10 volunteers and can be completed in 3-8 hours. Proposals are accepted year-round, and it's essential to submit a project proposal at least 30 days in advance. This initiative aims to advance women's leadership while making a meaningful impact in the community through collaborative volunteer efforts.

The JLSA Community Grant Program, operated by the Junior League of San Antonio, aims to support organizations and initiatives that align with its mission of promoting voluntarism and improving the community. Grants are awarded to partners involved in community placements or Done-in-a-Day projects, enhancing their capacity to meet local needs. Eligible projects focus on measurable outcomes in areas such as education, arts, and health, while ineligible expenses include general operating costs, endowments, and fundraising activities.

The Therapeutic Giving initiative by Johnson & Johnson focuses on funding programs in neuroscience aimed at enhancing patient access to treatments and promoting health equity. Nonprofit organizations classified as 501(c)(3) can apply for support from March 1 to May 31. The initiative emphasizes innovative, measurable programs in areas like Alzheimer’s disease and mental health, prioritizing those that address healthcare disparities and improve quality of life for affected individuals.

Texas Health and Human Services

Texas Health and Human Services, also known as the Texas Health and Human Services Commission (HHSC), helps more than 7.5 million Texans every month. The agency supports the needs of mothers, children and families through programs such as Medicaid, CHIP, SNAP, women’s health and behavioral health services.

HHSC provides long-term services and supports for seniors and people with disabilities, and operates state supported living centers for residents with intellectual and developmental disabilities and state psychiatric hospitals. HHSC also regulates health care providers, professions and facilities to protect the health and safety of Texans.

Pediatric Tele-Connectivity Resource Program for Rural Texas

Executive Summary

The Texas Health and Human Services Commission (HHSC), the System Agency, is accepting applications for the State Fiscal Year 2026 Pediatric Tele-Connectivity Resource Program for Rural Texas Grant Program. The purpose of this program is to connect Rural Hospitals (RHs) and Rural Health Clinics (RHCs) with (i) pediatric specialists and pediatric subspecialists who provide Telemedicine Medical Services (TMS) or (ii) an institution of higher education that is a member of the Texas Child Mental Health Care Consortium established under Chapter 113 of the Texas Health and Safety Code. Applicants should reference Section II, Scope of Grant Project, for further detailed information regarding the purpose, background, eligible activities, and program requirements.

The Therapeutic Giving program from Johnson & Johnson Innovative Medicine aims to support local and regional organizations focused on improving patient access to treatment and advancing health equity. Eligible applicants include 501(c)(3) nonprofit organizations, with funding preferences for programs that address significant healthcare disparities, mental health initiatives, and innovative solutions with measurable outcomes. The application period for local organizations runs from March 1 to May 31, while national organizations can apply in September.

The Hancock Whitney Opportunity Grant, in collaboration with the Greater New Orleans Foundation, invites applications from eligible nonprofits starting October 7, 2025. This grant aims to enhance capacity building and sustainability for organizations focused on food insecurity, workforce development, and youth programs. Eligible applicants include 501(c)(3) organizations serving low to moderate-income communities within Hancock Whitney's service areas, fostering impactful changes with AmeriCorps support.

This paid fellowship supports students interested in marine-related research and education, with potential earnings of up to $5,000 over a 10-week summer period. The Astros Foundation Grant Program supports youth sports and education initiatives, aiming to uplift communities by addressing issues like childhood cancer and domestic violence. As the official charity of the Houston Astros, it aids local 501(c)3 nonprofits that focus on youth baseball/softball, literacy, and military recognition. The Entergy Charitable Foundation Grant focuses on supporting initiatives that foster thriving communities through education, poverty solutions, and environmental programs. The foundation prioritizes funding for 501(c)(3) organizations and similar entities. Key areas include education development, innovative poverty solutions, and environmental restoration efforts, such as coastal wetland preservation. Organizations are encouraged to apply at least three months before funding is needed, ensuring timely support for impactful community projects.

The Helen Gertrude Sparks Charitable Trust Grant supports charitable organizations in Texas, focusing on the elderly, disabled children, the arts, and education. Established in 1971, the trust aims to uplift local communities through grants typically ranging from $5,000 to $15,000. Preference is given to organizations that do not primarily rely on government funding and those operating in Tarrant County. The trust awards 2-3 grants annually, promoting a rich cultural and supportive environment for those in need.

The Native Plant Society of Texas offers the Kate Hillhouse Scholarship, a one-time $2,500 award for undergraduates majoring in biology, ecology, or related fields at Texas colleges. The Peters Charitable Foundation Grant, established in 2014, aims to support organizations serving Brazos County, Texas, with a focus on education, health, and human services. Applications are accepted year-round, with a July 31 deadline for fall review. The foundation prioritizes funding specific projects rather than general operational needs, with an average annual giving of $50,000. Eligible organizations must be 501(c)(3) exempt and submit applications through the designated online form.

Thriving Texas Families

The Texas Health and Human Services Commission (HHSC), the System Agency, is accepting Applications for Small Service Providers in the Thriving Texas Families (TTF) program.

The purpose of this program is to promote childbirth and pregnancy and support families by operating a statewide support network that provides community outreach, consultation, and care coordination for women with an unexpected pregnancy, in accordance with Texas Health and Safety Code Chapter 54.

The total amount of state funding available for the Thriving Texas Families Small Service Providers grant program is $25,000,000 for the entire Project Period. It is the System Agency's intention to make multiple awards to Applicants that successfully demonstrate the ability to promote childbirth and pregnancy and support families by providing community outreach, consultation, and care coordination for women with an unexpected pregnancy.

Applicants are strongly cautioned to only apply for the amount of grant funding they can responsibly expend during the Project Period to avoid lapsed funding at the end of the grant term. Successful Applications may not be funded to the full extent of Applicant’s requested Budgets in order to ensure grant funds are available for the broadest possible array of communities and programs.

The AdvoCare Foundation, established in 1993, aims to promote health and wellness for children through its grant program. Focused on year-round initiatives, the foundation supports local communities where AdvoCare distributors operate. Grants typically last one year with an average funding of $25,000, although multi-year support may be available. The foundation prioritizes programs that foster positive health changes and encourages collaborative efforts with previous grantees.

TC Energy’s Build Strong program supports vital organizations in communities near its operations. By providing grants, scholarships, and in-kind support, the program aims to enhance safety, education, environmental protection, and community well-being. Eligible applicants include non-profits and community groups addressing local needs. Ineligible activities include operational expenses and for-profit endeavors. The program prioritizes projects demonstrating measurable community impact, fostering a collaborative relationship between TC Energy and local stakeholders.

The Maine Cancer Foundation is seeking proposals for cancer screening initiatives aimed at early detection and prevention. This RFP focuses on screenings for breast, cervical, colorectal, lung, prostate, and skin cancers. Proposals should align with evidence-based practices endorsed by the CDC and U.S. Preventive Services Task Force. Interested applicants are encouraged to consult with MCF prior to submission to discuss project concepts and receive feedback on draft applications.

The Texas Parks and Wildlife Department (TPWD) is inviting proposals for its Wildlife Research Grant program, offering over $1,000,000 to support critical wildlife conservation research. Eligible applicants include universities and non-profit organizations, with a required 25% matching funds. Proposals must address specific research priorities, including Javelina Ecology and Wild Turkey Recruitment. Projects should align with federal aid guidelines, focusing on restoring and managing native wildlife and habitats. Unsolicited proposals outside the specified topics will not be considered.

The WaterSMART: Desalination Construction Projects initiative by the Bureau of Reclamation aims to enhance water supply reliability through cooperative funding and support for desalination facilities. This program aligns with federal priorities to improve energy and resource management, encouraging proposals that diversify local water sources. By focusing on innovative solutions to water scarcity, the initiative promotes sustainable water management practices, especially for growing communities facing water shortages.

The Drinking Water State Revolving Fund (DWSRF) provides low-cost financing for water projects that ensure compliance with drinking water standards. With year-round funding, eligible applicants such as public and nonprofit water systems can secure assistance for planning, design, and construction of water infrastructure. For FY 2024, $435 million is available, including $95 million in principal forgiveness. Applications open in December and close in March, requiring submission of a Project Information Form.

The Title XVI Water Reclamation and Reuse Projects, funded by the US Department of the Interior's Bureau of Reclamation, invites proposals for innovative water reuse solutions. This program enhances water supply reliability and supports sustainable practices for urban and agricultural communities. By leveraging Federal and non-Federal resources, the initiative aims to address water scarcity and improve hydropower reliability, aligning with national priorities for energy and resource management.

The State Water Implementation Fund for Texas (SWIFT) Program provides affordable financial assistance for projects outlined in the state water plan. Managed by the Texas Water Development Board, it offers low-interest loans and flexible repayment options to support water management strategies. Eligible projects include conservation, desalination, and infrastructure development. The program aims to optimize water supplies efficiently and effectively, particularly benefiting rural communities and agricultural water conservation efforts.
