What does this program do?
This program provides affordable funding to develop essential community facilities in rural areas. An essential community facility is defined as a facility that provides an essential service to the local community for the orderly development of the community in a primarily rural area, and does not include private, commercial or business undertakings.
What is an eligible area?
Rural areas including cities, villages, townships and towns including Federally Recognized Tribal Lands with no more than 20,000 residents according to the latest U.S. Census Data are eligible for this program.
How may funds be used?
Funds can be used to purchase, construct, and / or improve essential community facilities, purchase equipment and pay related project expenses.
Examples of essential community facilities include:
- Health care facilities such as hospitals, medical clinics, dental clinics, nursing homes or assisted living facilities.
- Public facilities such as town halls, courthouses, airport hangars or street improvements.
- Community support services such as child care centers, community centers, fairgrounds or transitional housing.
- Public safety services such as fire departments, police stations, prisons, police vehicles, fire trucks, public works vehicles or equipment.
- Educational services such as museums, libraries or private schools.
- Utility services such as telemedicine or distance learning equipment.
- Local food systems such as community gardens, food pantries, community kitchens, food banks, food hubs or greenhouses.
Grant Approval
Applicant must be eligible for grant assistance, which is provided on a graduated scale with smaller communities with the lowest median household income being eligible for projects with a higher proportion of grant funds. Grant assistance is limited to the following percentages of eligible project costs:
Maximum of 75 percent when the proposed project is:
- Located in a rural community having a population of 5,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 60 percent of the State nonmetropolitan median household income.
Maximum of 55 percent when the proposed project is:
- Located in a rural community having a population of 12,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 70 percent of the State nonmetropolitan median household income.
Maximum of 35 percent when the proposed project is:
- Located in a rural community having a population of 20,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 80 percent of the State nonmetropolitan median household income.
Maximum of 15 percent when the proposed project is:
- Located in a rural community having a population of 20,000 or fewer; and

ABOUT REACH
The REACH Healthcare Foundation is a charitable foundation dedicated to improving health coverage and access to quality, affordable health care for uninsured and medically underserved people. The foundation maintains a regional focus, with a six-county service area that encompasses Allen, Johnson and Wyandotte counties in Kansas, and Cass, Jackson and Lafayette counties in Missouri.
Historically, REACH has focused its community investments in areas including primary medical care, mental health, oral health, and health policy and advocacy. Our current funding priorities are outlined within a community investment framework, which describes the foundation’s three outcomes areas:

Projects we support
Generally, the Mabee Foundation supports organizations or projects in the following areas:

The Mabee Foundation Board of Trustees considers grant requests at its quarterly meetings the second Tuesday in January, April, July and October. Grant requests must be received by the first business day of December, March, June and September to be considered at the corresponding Board meeting.
The Mabee Foundation only makes grants for construction projects, renovation projects and for the purchase of major medical equipment.
Grants
Mabee Foundation grants are ‘challenge grants,’ meaning that the organization must raise the remaining funds required to finish the project within one year of the awarding of the grant or risk cancellation of the grant.
The Mabee Foundation will grant up to 20% of the total costs of the project (with a maximum amount of $2,000,000).
Construction must commence within two years after satisfying the grant challenge. Payment is not made on the grant until the challenge has been satisfied and construction has started.

Our active, strategic grant-making focuses on three areas: Education, with an emphasis on improving academic achievement, high school graduation rates, and college success; Human Services, with an emphasis on homelessness; and Healthcare & Medical Research, with an eye to prevention of cardiac disease and reversal of metabolic syndrome through intensive lifestyle management. We also support access to healthcare.

- Scholarships for high achieving students in private education.
Human Services Initiatives- with an emphasis on homelessness
The cycles of poverty and homelessness can seem intractable. Homelessness attenuates access to food, health, and work; this limited availability in turn hinders access to long-term housing. Recognizing the complexity and dependencies of the problem, the Fund focuses on projects that address basic human needs and stabilize individuals and families.
Areas of support in this initiative include:
- Stabilized Housing
- Food/Clothing Security
- Adult Education (e.g. ESL, Financial Literacy, GED Attainment)
- Homelessness Remediation/Prevention
Healthcare Initiatives- with an eye to providing access to families living without readily available care.
Lack of healthcare can be a barrier to work, education, and a family’s mobility out of poverty. We fund programs that seek to remove this barrier by providing quality care to those who may not have other care options.

Opportunity on the Plains
Opportunity on the Plains is the largest, annual investment program from United Way of the Plains to help meet the most pressing needs in our community. We look for partners who want to work collectively to advance the common good in south central Kansas.
Opportunity on the Plains provides grants to health and human service programs in our focus areas of health, education, financial stability and basic needs through a framework based on the social determinants of a strong and healthy community. This is a competitive application process. Applications are evaluated by a dedicated group of community volunteers. The recommendations of these volunteers are reviewed and approved by the United Way Board of Directors.

The Smoky Hills Healthy Living Fund was established in response to the Kansas Health Foundation’s second chapter of the Giving Resources to our World (GROW II) match grant challenge. Grants from this fund support the public health of Ellsworth County. Public health is defined as the protection and promotion of the health and well-being of individuals and their communities through encouragement of healthy lifestyles, behaviors and environments.
The fund is not meant to support projects or medical equipment to help those already ill, but rather to help with programs, projects and equipment that are preventative in nature.

Our Jewish Community cycle includes grants for the following:
- Health focused grants programs which promote short-term and long-term physical or mental health. This category also includes healthcare-related social services. Examples include: nutrition counseling and food assistance, health education, medication assistance, social work services, support for providers of physical or mental health services. MHF maintains specific sources of funding set aside for health focused programs.
- Programs which foster or maintain a vibrant Jewish community. Examples include: Jewish education programs, transportation to Jewish communal social activities, initiatives focused on Jewish persons age 33 and younger, efforts that promote a literate and educated Jewish community, programs that serve older adults.
- Core support for organizations in the Jewish Community (maximum grant request of $10,000). Applicants for core support may not submit program grant requests.

How may funds be used?
Funds can be used to purchase, construct, and / or improve essential community facilities, purchase equipment and pay related project expenses.
Examples of essential community facilities include:
- Health care facilities such as hospitals, medical clinics, dental clinics, nursing homes or assisted living facilities.
- Public facilities such as town halls, courthouses, airport hangars or street improvements.
- Community support services such as child care centers, community centers, fairgrounds or transitional housing.
- Public safety services such as fire departments, police stations, prisons, police vehicles, fire trucks, public works vehicles or equipment.
- Educational services such as museums, libraries or private schools.
- Utility services such as telemedicine or distance learning equipment.
- Local food systems such as community gardens, food pantries, community kitchens, food banks, food hubs or greenhouses.
Grant Approval
Applicant must be eligible for grant assistance, which is provided on a graduated scale with smaller communities with the lowest median household income being eligible for projects with a higher proportion of grant funds. Grant assistance is limited to the following percentages of eligible project costs:
Maximum of 75 percent when the proposed project is:
- Located in a rural community having a population of 5,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 60 percent of the State nonmetropolitan median household income.
Maximum of 55 percent when the proposed project is:
- Located in a rural community having a population of 12,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 70 percent of the State nonmetropolitan median household income.
Maximum of 35 percent when the proposed project is:
- Located in a rural community having a population of 20,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 80 percent of the State nonmetropolitan median household income.
Maximum of 15 percent when the proposed project is:
- Located in a rural community having a population of 20,000 or fewer; and
- The median household income of the proposed service area is below the higher of the poverty line or 90 percent of the State nonmetropolitan median household income. The proposed project must meet both percentage criteria. Grants are further limited.

ABOUT REACH
The REACH Healthcare Foundation is a charitable foundation dedicated to improving health coverage and access to quality, affordable health care for uninsured and medically underserved people. The foundation maintains a regional focus, with a six-county service area that encompasses Allen, Johnson and Wyandotte counties in Kansas, and Cass, Jackson and Lafayette counties in Missouri.
Historically, REACH has focused its community investments in areas including primary medical care, mental health, oral health, and health policy and advocacy. Our current funding priorities are outlined within a community investment framework, which describes the foundation’s three outcomes areas:
- Bridge the Coverage Divide,
- Close the Health Equity Gap
- Strengthen the Safety Net
Each outcome area aligns with the foundation’s commitment to achieving equitable health outcomes throughout our six-county service area. These outcome areas, and the strategies within each, guide our work, partnerships and where we invest.

Collaborative efforts are eligible to apply provided the applicant organization meets the Foundation’s eligibility criteria and is exempt under Section 501(c)(3).

Eligibility:
- Our service area includes the city of Kansas City, Missouri, and Cass, Jackson and Lafayette counties in Missouri, and Allen, Johnson and Wyandotte counties in Kansas. Funded projects must benefit uninsured or medically underserved individuals in these areas.
- Organizations must be tax-exempt under IRS Section 501(c)(3) and not a private foundation as described under Section 509(a), and in good standing in the state in which incorporated.
- Governmental entities must have a Federal Employer Identification Number.
- Projects must benefit uninsured or medically underserved individuals in the city of Kansas City, Missouri, and Cass, Jackson and Lafayette counties in Missouri, and Allen, Johnson and Wyandotte counties in Kansas.
- Organizations cannot discriminate on the basis of age, race, color, sex, religion, national origin, disability, gender identity and sexual orientation in employment practices or policies and procedures concerning services. Organizations also must meet local, state, and federal regulations related to non-discrimination, wage and hour laws, workplace safety, licensing, protection of confidential health care information, and other laws and regulations that apply to staff, patients and consumers.
- Organizations must maintain financial records in accordance with generally accepted accounting principles, and obtain an annual audit by an independent certified public accountant each fiscal year. Organizations that do not meet the audit requirement are encouraged to discuss their circumstances with program staff.
Ineligibility:
- The REACH Foundation does not fund health care or aid for individuals, health services for Medicare-eligible populations, medical research, programs focused on a single disease or animal-assisted therapy programs.
- In addition, REACH does not fund endowments, fundraising events or operating deficits. To maximize our resources, the foundation directs its grantmaking primarily toward strategies within three outcome areas. REACH staff is available to meet and discuss on an individual basis.

Projects we support
Generally, the Mabee Foundation supports organizations or projects in the following areas:
- Educational
- Social and Humanitarian Services
- Medical and Health
- Cultural and Religious
The Mabee Foundation Board of Trustees considers grant requests at its quarterly meetings the second Tuesday in January, April, July and October. Grant requests must be received by the first business day of December, March, June and September to be considered at the corresponding Board meeting.
The Mabee Foundation only makes grants for construction projects, renovation projects and for the purchase of major medical equipment.
Grants
Mabee Foundation grants are ‘challenge grants,’ meaning that the organization must raise the remaining funds required to finish the project within one year of the awarding of the grant or risk cancellation of the grant.
The Mabee Foundation will grant up to 20% of the total costs of the project (with a maximum amount of $2,000,000).
Construction must commence within two years after satisfying the grant challenge. Payment is not made on the grant until the challenge has been satisfied and construction has started.

Eligibility:
- To qualify for a Mabee Foundation grant, the project must be located in Texas, Oklahoma, New Mexico, Arkansas, Missouri or Kansas.
- The Mabee Foundation makes grants exclusively to non-profit, 501(c)(3) organizations.
- The Mabee Foundation requires that 40% of the total project be raised by other public donors before it will consider a grant request. Names of donors must be included in the grant application.
- The 40% fundraising requirement must be met by the time an application is submitted.
Ineligibility:
- The Mabee Foundation does not offer grants for the following:
- Grants to private foundations as defined in IRC section 509(a)
- Grants to government-owned or operated institutions
- Debt retirement
- Endowments
- Projects already under construction or where a contract has been signed with a contractor
- Operations or program support
- Grants to an individual
- Capital projects for educational institutions below the college level (unless the institution exclusively serves a special or vulnerable population)
- Renovation of leased property (unless the lease is a long-term lease tantamount to ownership)
- Grants exclusively for the purchase of furnishings, equipment (except for major medical equipment), vehicles, museum exhibits, etc.
- The purchase of land or buildings
- Grants to a local, individual church body, congregation or parish
- The following will not be considered in the calculation of the 40% prior funding requirement:
- Borrowed funds
- Internal or reserve funds
- Estate bequests not designated for capital projects
- Any donation not designated for the particular project in question
- Government grants or funds from any governmental entity

What We Do
The McGowan Fund is the living legacy of William G. McGowan, an entrepreneur and change-maker.
We give priority to programs that have demonstrated success, have measurable outcomes and plans for sustainability, and aim to end cycles of poverty and suffering.
Our active, strategic grant-making focuses on three areas: Education, with an emphasis on improving academic achievement, high school graduation rates, and college success; Human Services, with an emphasis on homelessness; and Healthcare & Medical Research, with an eye to prevention of cardiac disease and reversal of metabolic syndrome through intensive lifestyle management. We also support access to healthcare.
In our grant making, we focus on three areas
Education Initiatives- with an emphasis on improving academic achievement, high school graduation rates, and college success
Education makes all the difference. It is the most powerful point of departure for children struggling with poverty, community disruption, family stress, or failure. It’s the prerequisite for most long-lived careers that provide sustainable wages.
Through our grant-making in five geographic regions, the McGowan Fund focuses on innovative programs that show measurable improvement in addressing achievement gaps, improving teaching and learning, and reducing disparities among students.
Areas of support in this initiative include:
- Out-of-school Programs
- Charter, faith-based, and alternative schools
- Scholarships for high achieving students in private education.
Human Services Initiatives- with an emphasis on homelessness
The cycles of poverty and homelessness can seem intractable. Homelessness attenuates access to food, health, and work; this limited availability in turn hinders access to long-term housing. Recognizing the complexity and dependencies of the problem, the Fund focuses on projects that address basic human needs and stabilize individuals and families.
Areas of support in this initiative include:
- Stabilized Housing
- Food/Clothing Security
- Adult Education (e.g. ESL, Financial Literacy, GED Attainment)
- Homelessness Remediation/Prevention
Healthcare Initiatives- with an eye to providing access to families living without readily available care.
Lack of healthcare can be a barrier to work, education, and a family’s mobility out of poverty. We fund programs that seek to remove this barrier by providing quality care to those who may not have other care options.

Ineligibility:
- We do not fund leadership programs in public schools.
- It generally does not entertain requests for funding of advocacy, building funds, capital campaigns, endowments, sponsorships, grants to individuals, or the arts.
- The Fund does not make multi-year awards, but welcomes renewal grant requests.
- The McGowan Fund does not make grants for programs in any foreign country, regardless of where the sponsoring organization is headquartered.
- In 2018, we discontinued grant-making in Reno, Nevada.

Opportunity on the Plains
Opportunity on the Plains is the largest, annual investment program from United Way of the Plains to help meet the most pressing needs in our community. We look for partners who want to work collectively to advance the common good in south central Kansas.
Opportunity on the Plains provides grants to health and human service programs in our focus areas of health, education, financial stability and basic needs through a framework based on the social determinants of a strong and healthy community. This is a competitive application process. Applications are evaluated by a dedicated group of community volunteers. The recommendations of these volunteers are reviewed and approved by the United Way Board of Directors.

The Smoky Hills Healthy Living Fund was established in response to the Kansas Health Foundation’s second chapter of the Giving Resources to our World (GROW II) match grant challenge. Grants from this fund support the public health of Ellsworth County. Public health is defined as the protection and promotion of the health and well-being of individuals and their communities through encouragement of healthy lifestyles, behaviors and environments.

Jewish Community Cycle
Our Jewish Community cycle includes grants for the following:
- Health focused grants programs which promote short-term and long-term physical or mental health. This category also includes healthcare-related social services. Examples include: nutrition counseling and food assistance, health education, medication assistance, social work services, support for providers of physical or mental health services. MHF maintains specific sources of funding set aside for health focused programs.
- Programs which foster or maintain a vibrant Jewish community. Examples include: Jewish education programs, transportation to Jewish communal social activities, initiatives focused on Jewish persons age 33 and younger, efforts that promote a literate and educated Jewish community, programs that serve older adults.
- Core support for organizations in the Jewish Community (maximum grant request of $10,000). Applicants for core support may not submit program grant requests.
Program Grants: In order to determine the appropriate grant request amount, our Program Officer will contact you to schedule a site visit and discuss your grant. In prior years, grantees had to contact MHF, but we expect this to simplify our process.
Core Operating Support Grants: $10,000 maximum grant request

Eligibility:
- Eligible organizations must have been determined to have 501(c)(3) status by the Internal Revenue Service, and if this organization is a foundation, that it has been determined to be a non-private foundation.
- Geographic Parameters: Eligible organizations must maintain ongoing operations, including staffing and programs, within the greater Kansas City metropolitan area, defined as Johnson and Wyandotte Counties in Kansas, and Cass, Clay, Jackson, and Platte Counties in Missouri. All funded services/programs are designed and carried out for the benefit of a target population living in the greater Kansas City metropolitan area. Any exception to this geographic limitation must be requested and approved by MHF prior to submission of any grant.
- Non-Discrimination Requirement: Eligible organizations do not discriminate on the basis of race, religion, gender, sexual orientation, age, national origin, or disability both in hiring staff and providing services.
Ineligibility:
- The Menorah Heritage Foundation does NOT typically make grants for the following:
- Lobbying, propaganda, or other attempts to influence legislation
- Sectarian purposes (programs that promote or require a religious doctrine)
- Capital campaigns
- Fundraising events, including sponsorship, tickets, and advertising
- Individual scholarship support
- Deficit funding
- Endowment support or multi-year commitments
