National Initiatives
Our National Initiatives program seeks to accelerate and amplify the work we do in communities by identifying opportunities in common, and ideas that can be shared across communities. Current areas of focus include:
- Smart cities: Harnessing the growth of digital technology to improve how communities respond, connect to and engage with residents;
- Public Spaces: Investing in spaces such as parks, trails, libraries to engage and connect residents to each other and to the places where they live, such as through our multi-city initiative, Reimagining the Civic Commons.
In addition, our national program responds to opportunities that emerge from the 26 cities where we work.

Who We Aare
Since 1983, the Topeka Community Foundation has worked to improve the quality of life in our region through an active partnership with donors and others who believe, as we do, that positive change occurs through effective charitable giving. Today, the Community Foundation manages almost 400 charitable funds established by individuals, families, and businesses and nonprofit organizations. Together, these funds represent ordinary people who have made extraordinary commitments to our community.
Healthy Lifestyles Grants
Healthy Lifestyles grants are multi-year awards that will provide funding for new or current programs that directly and positively change health habits, behaviors and/or lifestyles for residents in the Kansas counties of:

Mission

What Type of Support is Funded?
- Projects or programs that serve the community and/or advance the mission of the organization
- Seed money to establish or initiate a new project, program, or organization, including operating expenses
- Capacity building or activities that strengthen an organization to increase its ability to fulfill its mission, including technology & equipment, professional development & training, additional staff to implement a new program, etc.
- Capital improvements including new construction or renovation of a facility
- Endowment funds to provide permanent and long-term support for an organization or program
- Note: The grants committee will consider requests for endowment funds, but it is unlikely to receive funding unless it supports a specific initiative.
Cloud County Public Health Fund/Kansas Health Foundation for Cloud County
The Cloud County Public Health Fund was established in response to the Kansas Health Foundation’s second chapter of the Giving Resources to our World (GROW II) match grant challenge.
Grants from this fund support the public health of Cloud County. Public health is defined as the protection and promotion of the health and well-being of individuals and their communities through encouragement of healthy lifestyles, behaviors and environments.
Funding for this grant is also supported by the Kansas Health Foundation Fund for Cloud County.
CHS Foundation Cooperative Education Grant
CHS Foundation
Funded by charitable gifts from CHS since 1947, the CHS Foundation is dedicated to developing a new generation of ag leaders for lifelong success. Through cooperative education, university partnerships and ag leadership programs, the CHS Foundation is helping build a strong agriculture talent pipeline for the future.
Cooperative Education Grants
The CHS Foundation supports cooperative education projects that develop and enhance understanding of the ag cooperative business model through education, professional development, and practical experience.
Program Goals
- Support projects that help the next generation understand the agricultural cooperative business model
- Reach the next generation of cooperative leaders through new or innovative concepts or incorporation of technology to better engage participants
- Include measurable outcomes/impact
Funding
The maximum for camp programs is $100,000.. For non-camp programs, grants of any amount. will be considered.; we do consider partial funding of some requests. We will not consider multi-year projects.
Rural Business Development Grants in Kansas
USDA: Rural Development (RD)
What does this program do?
This program is designed to provide technical assistance and training for small rural businesses. Small means that the business has fewer than 50 new workers and less than $1 million in gross revenue.
What is an eligible area?
Rural Business Development Grant money must be used for projects that benefit rural areas or towns outside the urbanized periphery of any city with a population of 50,000 or more. Check eligible areas.
What kind of funding is available?
There is no maximum grant amount; however, smaller requests are given higher priority. There is no cost sharing requirement. There are two types of RBDG projects, Opportunity grants and Enterprise grants.
- Opportunity type grants are limited to up to 10 percent of the total Rural Business Development Grant annual funding.
- Enterprise type grants must be used on projects to benefit small and emerging businesses in rural areas as specified in the grant application.
How may Enterprise type funds be used?
Enterprise grants must be used on projects to benefit small and emerging businesses in rural areas as specified in the grant application. Uses may include:
- Training and technical assistance, such as project planning, business counseling and training, market research, feasibility studies, professional or/technical reports, or producer service improvements.
- Acquisition or development of land, easements, or rights of way; construction, conversion, renovation of buildings; plants, machinery, equipment, access for streets and roads; parking areas and utilities.
- Pollution control and abatement.
- The capitalization of revolving loan funds, including funds that will make loans for start-ups and working capital.
- Rural distance learning for job training and advancement for adult students.
- Rural transportation improvement.
- Community economic development.
- Technology-based economic development.
- Feasibility studies and business plans.
- Leadership and entrepreneur training.
- Rural business incubators.
- Long-term business strategic planning.

Housing Affordability Breakthrough Challenge Grant
Enterprise Community Partners Inc
NOTE: Round 1 applications are due March 3, 2023. Select applicants will be invited to join the second- and third round RFPs.
Background
The national housing shortage continues to make headlines. Estimates on the number of homes needed to close the gap run in the millions. But one thing is clear: without a stable, affordable place to call home, it’s impossible to thrive.
In an effort to scale needed housing solutions, Enterprise and the Wells Fargo Foundation have teamed up to launch a new $20 million competition. The Housing Affordability Breakthrough Challenge will identify and propel implementation-ready innovations that transform current practices and reimagine access to affordable homes.
Eligible applicants will compete for individual grants of $1 million, $2 million and $3 million to scale ideas that lay the groundwork for system-wide change. Winners also will receive two years of technical assistance to turn their ideas into real-world programs.
Focus Areas
The Housing Affordability Breakthrough Challenge aims to meet the nation’s affordable housing challenges across Native, rural, suburban, Tribal and urban communities.
Proposals must encompass one or more of three focus areas:
Construction
- Construction innovations must introduce transformative practices, processes or new materials that will create construction efficiency, streamline supply chains, bolster climate resiliency, or reduce building costs.
- Construction approaches can include but are not limited to:
- Creation and use of innovative, environmentally sustainable materials
- Streamlining the construction supply chain (e.g., materials production, purchasing, delivery, assembly)
- Innovative development in the affordable housing construction workforce to accelerate production
- New economies of scale through efficiencies in building design
- Construction technologies can include but are not limited to deployment of enhanced building practices and new building technologies.
Financing
- Financing innovations must introduce new tools or strategies to transform or offer alternatives to current practices, broadening access to capital, unlocking or leveraging financial resources, and creating a more equitable housing market for renters and homebuyers.
- Financing approaches can include but are not limited to:
- New investment strategies
- New funding sources to support acquisition, development, or building operations
- New financing mechanisms for acquisition, construction, or permanent financing
- Improved efficiencies in financing and underwriting
- Risk mitigation through new investment approaches
- New credit enhancement strategies
- Unique ownership structures
- New approaches that reduce the cost of capital
- Financing technologies can include but are not limited to deployment of technology that accelerates the financing process, development of tools that reduce timelines for approval, and development of tools that facilitate efficient, equitable access to capital.
Access and Resident Support
- Access and Resident Support innovations must introduce new processes or models that improve the housing experience for residents, such as housing access, choice, and stability, advancing fair housing, promoting personal agency and creating pathways for upward mobility.
- Access and Resident Support approaches can include but are not limited to:
- New models that increase housing choice for renters and homebuyers, such as:
- Improved housing search process
- Expanding acceptance of renter subsidies
- Ensuring equitable access to capital to support homeownership
- Identifying and addressing discrimination or differential treatment against protected classes
- Services that connect residents with resources to support upward mobility
- New models that increase housing choice for renters and homebuyers, such as:
- Access and Resident Support technologies can include but are not limited to development and deployment of technology to improve access to housing options, resident experience and resident housing stability.
Innovations across all three focus areas must demonstrate how they center racial equity and, where applicable, integrate environmental sustainability.

- Collaborate with other providers whenever feasible and appropriate
- Establish financial stability and present a sense of awareness regarding the details of operations

Unrestricted Operating Support Cycle
Our Unrestricted Operating Support Cycle provides mission-based operating support through unrestricted grants to organizations providing emergency assistance, shelter, safety-net health care, child welfare and youth services and other critical human services. This unrestricted funding may be used for organizational expenses which are part of a board-approved annual budget, including administrative salaries, employee benefits, utilities, office supplies and equipment, technology, rent and professional development. Eligible organizations must be based in and provide the majority of their services in the metro Kansas City area.
Examples of General Community Core funding might include the following:

FIRST Tech Challenge
FIRST Tech Challenge students learn to think like engineers. Teams design, build, and code robots to compete in an alliance format against other teams. Robots are built from a reusable platform, powered by Android technology, and can be coded using a variety of levels of Java-based programming
