City of Newark - Office of Homeless Services

The City of Newark, Department of Health and Community Wellness, Office of Homeless Services (OHS) is now accepting proposals from Newark organizations for inclusion in the City’s 2026-2027 HUD Entitlement Programs. 

The Homeless Emergency Assistance and Rapid Transition to Housing Act of 2009 (HEARTH Act), signed into law on May 20, 2009, consolidates three of the separate homeless assistance programs administered by HUD under the McKinney-Vento Homeless Assistance Act into a single grant program, and revises the Emergency Shelter Grants program and renames it as the Emergency Solutions Grants (ESG) program. The HEARTH Act also codifies into law the Continuum of Care planning process, a longstanding part of HUD’s application process, to assist homeless people by providing greater coordination in responding to their needs.

Emergency Solutions Grant Program

The change in the program’s name, from Emergency Shelter Grants to Emergency Solutions Grants, reflects the change in the program’s focus from addressing the needs of homeless people in emergency or transitional shelters to assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

The City of Newark has the responsibility of making use of ESG funds, as part of implementing a “Continuum of Care” to address the issue of homelessness and to coordinate activities with other non-profit service providers and organizations. This Request For Proposal (RFP) seeks to solicit proposals that will improve the quality of existing emergency shelters for the homeless and provide certain essential and preventative services to address homelessness.

The City of Newark’s ESG program provides resources for the following program components:

• Rapid Re-Housing;
• Homelessness Prevention; and
• Emergency Shelter.

Buprenorphine Drug Assistance Program Grant (BUP-DAP)

This RFA identifies opportunities to provide approved MOUD to low-income clients diagnosed with OUD who have limited or no health care coverage. BUPDAP brings individuals into a system of care and provides them with quality treatment and services. 

Awards:

• up to $35,000 in base year,
• $70,000 in subsequent option years 

The Michigan College Access Network (MCAN) offers Innovative Program Grants to enhance college readiness and completion among low-income and first-generation students across Michigan. Grants of up to $10,000 are available to support innovative initiatives that align with MCAN's goal of increasing postsecondary attainment to 60% by 2030. Applicants are encouraged to partner with Local College Access Networks, ensuring a comprehensive approach to community-based educational support.

The National Estuarine Research Reserve System (NERRS) Land Acquisition and Construction Program for Fiscal Year 2026, funded by NOAA, aims to enhance research and education by supporting land acquisition and construction projects. With approximately $8.5 million available, the program prioritizes strategic expansions of Reserve boundaries and facility enhancements, ensuring sustainable design standards. Funding will support 5-20 projects over 12-36 months, with potential extensions for complex projects, contingent on available funds and negotiations.

The Melanoma Research Resident and Fellowship Grant offers $10,000 to support early-career residents and fellows in conducting clinical or laboratory research focused on melanoma. This grant encourages innovative approaches to understanding prevention, detection, and treatment of melanoma, including special emphasis on ocular melanoma. Eligible candidates must have a qualified mentor and conduct research at a U.S. institution. This initiative aims to enhance the landscape of melanoma research and foster the next generation of researchers.

The Training Program in Neurodevelopmental Disabilities at The Children's Hospital of Philadelphia Research Institute offers advanced training for individuals pursuing careers in neuroscience and neurodevelopmental research. Established in 1998, it emphasizes the understanding of disabilities linked to chromosomal defects and trauma. Trainees engage in hands-on research, develop critical skills, and collaborate with esteemed scientists, aiming to become leaders in their field. The program actively encourages applications from underrepresented minority groups to foster diversity in scientific research.

The Public Participation Grants (PPG) program in Washington offers up to $60,000 annually to individuals and nonprofit organizations. Its goal is to enhance public awareness and engagement in the cleanup of contaminated sites while promoting better waste management practices. These grants align with the State's Solid and Hazardous Waste Management Plan, which seeks to reduce waste and manage remaining materials safely. This initiative fosters community involvement in environmental stewardship.

The Future Fisheries Improvement Grant Program, managed by Montana Fish, Wildlife & Parks, aims to restore and enhance wild fish habitats in Montana's rivers, streams, and lakes. With annual funding between $500,000 and $650,000, the program supports diverse projects that benefit native fish populations. Eligible applicants include landowners, civic groups, and government agencies. Projects must improve fish habitats and ensure public benefits while adhering to landowner agreements and respecting adjacent property rights.

The Tuscola County Community Foundation, established in 1997, offers the Emergency Needs Fund Grant to support the urgent needs of residents in Tuscola County. This fund prioritizes food, clothing, and shelter, along with assistance for first responders during crises. Grants aim to enhance community resilience and address significant challenges faced by local organizations, ensuring impactful use of resources to benefit the community.

The Massachusetts Food Ventures Program (MFVP) aims to enhance access to healthy, affordable food and bolster economic opportunities for low to moderate income communities. By providing grants for food ventures in areas like Gateway Cities and rural regions, MFVP supports local agricultural enterprises and aligns with the Massachusetts Local Food Action Plan. Key investment areas include food processing infrastructure and improved distribution systems, ensuring equitable access to fresh local food and promoting healthy eating.

The Aquatic Invasive Plants Management Grants Program aims to mitigate the threats posed by non-native aquatic plants to Washington's waterways. Established in 1991, it provides financial and technical assistance to control invasive species, with approximately $350,000 available annually. Grant recipients can receive up to $50,000 for early infestation projects. Notably, matching funds are no longer required, making it more accessible for communities to manage aquatic ecosystems effectively.

The Volunteer Monitoring Lab Analysis Support Grant Program by the Montana Department of Environmental Quality (DEQ) offers financial assistance up to $5,000 for volunteer monitoring programs. This funding covers laboratory sample analysis and shipping costs related to water quality projects. Applicants must submit a Sampling and Analysis Plan (SAP) and an analytical budget. DEQ emphasizes the importance of volunteer contributions to water quality monitoring and supports educational efforts across Montana's watersheds.

Thriving Texas Families

The Texas Health and Human Services Commission (HHSC), the System Agency, is accepting Applications for Small Service Providers in the Thriving Texas Families (TTF) program.

The purpose of this program is to promote childbirth and pregnancy and support families by operating a statewide support network that provides community outreach, consultation, and care coordination for women with an unexpected pregnancy, in accordance with Texas Health and Safety Code Chapter 54.

The total amount of state funding available for the Thriving Texas Families Small Service Providers grant program is $25,000,000 for the entire Project Period. It is the System Agency's intention to make multiple awards to Applicants that successfully demonstrate the ability to promote childbirth and pregnancy and support families by providing community outreach, consultation, and care coordination for women with an unexpected pregnancy.

Applicants are strongly cautioned to only apply for the amount of grant funding they can responsibly expend during the Project Period to avoid lapsed funding at the end of the grant term. Successful Applications may not be funded to the full extent of Applicant’s requested Budgets in order to ensure grant funds are available for the broadest possible array of communities and programs.

The Gerber Foundation supports youth programs in West Michigan, focusing on projects benefiting children from birth to 18 years. Emphasizing health, nutrition, literacy, and education, grants typically are under $10,000, with an average size of less than $5,000. Collaborative programs are encouraged. The foundation prioritizes initiatives that enhance the quality of life for young children, particularly those in Lake, Muskegon, Newaygo, and Oceana Counties.

The Hawkins Family Foundation Grant supports diverse non-profit initiatives including healthcare, education, and community development. Primarily funding organizations in Chattanooga, Dublin/Columbus, and Tampa Bay, it requires applicants to be 501(c)(3) public charities or have fiscal sponsors with this status. This grant aims to uplift local communities and enhance the quality of life through various supportive programs.

The Noxious Weed Trust Fund (NWTF) Grant Program, established in 1985 by the Montana Legislature, provides up to $75,000 for noxious weed management programs. It supports local cooperative projects, research, and educational initiatives aimed at effective weed control. Eligible applicants must collaborate with organizations such as county and tribal weed districts. Grant funds cannot be used for administrative costs or equipment purchases, ensuring focus on impactful weed management efforts across Montana.

The Fry Foundation's Employment Grant aims to support organizations with 501(c)(3) status that focus on job training programs for low-income individuals in Chicago. The foundation prioritizes proposals that enhance program effectiveness and foster innovative approaches to workforce development. By addressing urban poverty and promoting access to living-wage jobs, the foundation seeks to empower underserved communities and improve their overall quality of life.

The Diane and Bruce Halle Foundation focuses on enhancing healthcare access in Arizona, particularly for underserved populations. They support local hospitals and programs that develop healthcare professionals to meet community needs. Eligible organizations must demonstrate strong leadership and financial management, have a minimum budget of $500,000, and engage with the foundation before applying. Preference is given to initiatives improving access to healthcare for low-income and rural populations, as well as veterans.

The GSF Foundation Grant supports 501(c)(3) non-profit organizations that enhance the lives of children and families in need. Applications must be submitted by a current GSF Associate who nominates the organization and its project. Since 2002, the foundation has funded over 600 organizations nationwide. It emphasizes personal involvement and contributions from associates, focusing on essential needs such as education tools, food, and shoes for children. Grants are reviewed at local and national meetings.

The Vegas Golden Knights Foundation Grant supports local non-profits in Las Vegas, focusing on health and wellness, education, youth sports, and military and first responders. As a 501(c)(3) organization, it aims to make a sustainable impact through community programming and direct grants, awarding up to $20,000 per grant cycle. Eligible organizations must be qualified 501(c)(3) entities and may only submit one application per cycle, ensuring focused support for community-driven initiatives.

The Research Foundation is launching community grants to enhance health access and equity in Kansas City, particularly for Jackson County residents. Eligible nonprofit organizations can receive support for programs that align with the foundation's priorities, including a 10% allowance for indirect costs. The focus is on health-centric missions, ensuring the funding promotes care access and workforce retention in the healthcare sector, while adhering to the foundation's guidelines.

Ottawa County Community Foundation Grants

The Ottawa County Community Foundation, Inc. (OCCF) is a public charitable organization created by the citizens of Ottawa County to enrich the quality of life for individuals and families in Ottawa County. Grants from unrestricted funds support a variety of programs in the fields of education, health and social services, economic development, natural resources and the arts.

South Carolina Arts Commission

The mission of the South Carolina Arts Commission is to expand access to the arts and foster creativity for all South Carolinians.

For more than 50 years, the agency has worked to build a thriving arts environment that benefits all South Carolinians, regardless of their circumstances or where they live.

We help artists and arts providers offer unique arts experiences to residents and visitors. From free poetry readings and gallery crawls to sweetgrass basketry workshops and ticketed dance, music, or theatre performances, they create an environment that contributes to quality of life from three “corner” counties of Oconee, Horry, and Beaufort to the 43 arranged inside.

Since 1967, the SCAC has awarded more than $132 million in grants to artists, arts organizations, school districts, schools, and teachers!

Cultural Districts Grants

Purpose

This grant supports a broad range of creative placemaking endeavors led by S.C. Cultural Districts, including—but not limited to—festivals, performances, workshops, and public art projects. All programming must be located within a Cultural District’s approved boundaries and align with its strategic plan.

Projects should:

• Integrate arts, culture, or design activities.
• Include non-arts partnership(s).
• Engage the public.
• Involve artists, designers, or culture bearers.

Each S.C. Cultural District may submit only one (1) application per cycle.

Grant funds must be used for actual project costs, defined as consumable and non-consumable items needed to complete the proposed project.

Funding type: Expense reimbursement.

Matching Requirements

1:2 (grantee:SCAC)

• A 1:2 match means that for each SCAC dollar granted, the grantee must match with $0.50 of their own funds. For example, if the total project cost is $15,000, the applicant may request $10,000 and must provide the remaining $5,000 from other sources.

• At least 50% of the applicant’s match must be cash.
• Funds may not be matched with another SCAC grant.

If you are hiring artists or teaching artists

For all grant-funded activities (including group lectures, demonstrations, performances, residencies, and short-term arts teaching experiences), the use of S.C. Arts Directory members is required for school and school district grantees and encouraged for grantees that are organizations.

Artists identified as Verified Teaching Artists on the S.C. Arts Directory have been additionally vetted by SCAC through the submission of sample lesson plans, recorded teaching samples, and letters of recommendation. For any grantee whose grant-funded activities are for K-12 student services, SCAC encourages the use of Verified Teaching Artists. Many school districts require the use of SCAC Verified Teaching Artists for classroom residencies. If working in a school environment, always check with both the individual school and the school district about policies related to hiring artists, arts organizations, and teaching artists. Indirect Cost Limitation

No more than 10% of the total grant funds may be used for indirect costs (general overhead expenses not directly tied to the project). The remaining 90% must go toward direct costs, which are necessary to carry out the funded project.

• Examples of direct costs: Artist fees, program supplies, travel for project activities, and venue rental.
• Examples of indirect costs: Administrative salaries not directly working on the project, office rent, utilities, and general office supplies.

This ensures that most of the funding directly benefits the project while allowing some flexibility for necessary overhead costs.

Compliance with State and Federal Laws

All grant applicants must ensure their applications, proposed projects, and any related materials comply with all applicable federal, state, and local laws. This includes SC Code § 16-15-305 (2024), which prohibits the dissemination of obscene materials.

Obscene content is strictly prohibited in grant applications and any proposed project activities. Applications that include materials or activities determined to be obscene will not be reviewed or considered for funding.

No component of an SCAC-funded project, including those funded with SCAC funds and those funded with matching funds, can fall into this category. Failure to comply with these regulations may result in the termination of funding and other legal consequences.

The A.C. Ratshesky Foundation Grant for Workforce Development aims to empower economically disadvantaged individuals and families by providing essential educational and vocational services. Prioritizing programs that enhance skills and foster self-sufficiency, the foundation supports initiatives like job placement, training, and employer partnerships. Grants typically range from $10,000 to $25,000, focusing on organizations that can effectively utilize these funds to promote long-term employment and economic security in Metro Boston communities.

Pfizer supports the global healthcare community’s independent initiatives (e.g., research, quality improvement or education) to improve patient outcomes in areas of unmet medical need that are aligned with Pfizer’s medical and/or scientific strategies.

Colorectal Cancer Canada

Colorectal Cancer Canada (CCC) is Canada’s patient led not-for-profit patient association dedicated to colorectal cancer awareness and education, support for patients and their caregivers, and advocacy on their behalf and aspires to reduce the incidence and mortality of colorectal cancer in Canada while improving the quality of life of patients, their families and their caregivers. 

Driving Timely Biomarker Testing to Optimize Treatment Decisions for Colorectal Cancer Patients Across Canada

The intent of this RFP is to encourage the applicant Canadian organizations and institutions to pursue innovative approaches for Research or QI projects that aim to optimize biomarker testing for patients in CRC at the applicants’ centre. Applicants are invited to implement innovative ideas with the goal of creating a path for sustainable biomarker testing for mCRC patients in Canada.

• Applicants must submit a Research or QI project budget for a maximum of C$100,000.
