The Vadnais Heights Area Community Foundation (VHACF) is a broad-based foundation in the community, supporting as many non-profits as we can, while being responsive to the changing needs of the community, including Mounds View and White Bear Lake Area School Districts.

Our priorities are education, arts and culture, and health and human services.

The Foundation was originally created as part of a housing bond issued by the City of Vadnais Heights in 1979.

The Mission of VHACF is to strengthen our community through private giving. Our purpose is to enhance and improve the quality of life in our area community through developing financial resources to promote in perpetuity the cultural, educational, environmental and economic assets of our area.

Grant Application

The area of grant eligibility encompasses both Mounds View #621 and White Bear Lake #624 School Districts, which serve Vadnais Heights and surrounding communities. Our focus is to support education, families in need, health and welfare, and community spirit.

Livable Communities - Policy & Affordable Housing Program Development Grants

he Council awards grants to cities, counties and their development authorities through the Livability Communities program. These grants, funded by property taxes and the Council's general fund, help clean up polluted sites for redevelopment, expand affordable housing opportunities and build pedestrian-friendly and transit-oriented developments.

The program is a voluntary, incentive-based approach to help communities grow and redevelop, and to address the region’s affordable and lifecycle housing needs. The program was established in 1995 by the state Livable Communities Act (LCA).

Up to $639,000 is available to policy and affordable housing program development projects in 2026.

The Andersen Corporate Foundation, established in 1941, aims to enhance lives and strengthen communities where its employees reside. It has contributed over $65 million to various causes, focusing on housing, healthcare, hunger relief, and education. Grants range from $5,000 to $50,000, primarily supporting nonprofit organizations that align with these areas, particularly in communities where Andersen operates, ensuring a lasting impact on local initiatives.

The SpartanNash Foundation Grant supports nonprofit organizations focused on Hunger, Heroes, and Hope. Eligible applicants must be 501(c)(3) organizations located within a 30-mile radius of SpartanNash facilities. The Foundation ensures that every dollar raised directly benefits partner organizations, with a commitment to community impact. Grants are not available for ineligible entities, including those outside the radius or not aligned with the Foundation's mission. Since its inception in 2015, the Foundation has positively influenced local communities.

The RBC Foundation Grants prioritize support for youth-focused programs in the Minneapolis & St. Paul area, targeting ages 15-29. Emphasis is placed on initiatives that enhance work-integrated learning, address skills gaps, and promote access to critical educational opportunities. Additionally, the Foundation invests in arts and culture, supporting emerging artists and programs that foster community engagement. Health grants focus on youth mental well-being, ensuring access to necessary care through innovative navigation and technology-based solutions.

The C.H. Robinson Foundation's Twin Cities Grants Program, established in 2005, focuses on enhancing local communities through grants that support basic needs such as hunger, shelter, education, and workforce development. Organizations eligible for funding must be 501(c)(3) tax-exempt entities and serve the Minneapolis-St. Paul area. The program prioritizes initiatives that address food insecurity, provide housing solutions, and improve educational opportunities, ultimately aiming to foster a stronger, more resilient community.

Democracy Grant Program 

Our Democracy Grant Program will consider proposals that address one or more of the following:

• Organizing across issues (e.g., economic justice, climate justice) that builds power and strengthens democratic participation and/or works to improve the material conditions of Minnesota communities
• Narrative infrastructure and storytelling that expands civic voice and dialogue toward an equitable democracy and a just Minnesota
• Infrastructure and institution building that expands our movement landscape, strengthens leaders and equips our changemaking ecosystem for lasting power-building

We understand this work of realizing and strengthening our democracy manifests across issues. We also understand that organizing leverages various strategies required to shape political agendas and social conditions for long-term change include strengthening narrative infrastructure, organizing resources, increasing democratic participation, and building new institutions.

Organizing that works to change the material conditions of communities will both fortify our civic infrastructure and strengthen the democratic participation of communities across the state. Efforts grounded in strong issue-based campaigns, the defense of democratic institutions, leadership development that brings new leaders into the fold, and an orientation of institution building all lay the groundwork for long-term change.

Funded work could include any of the following and more:

• Cross-issue organizing around topics of economic justice, public safety, environment/climate, LGBTQIA+ rights, racial justice, immigration, Indigenous governance and sovereignty, civic engagement working to improve the material conditions of Minnesota communities
• Organizing strategies that expand base-building and grow new constituencies to build a bigger “we”
• Organizing that builds narrative infrastructure and power to shape storytelling and expand civic discourse for a just Minnesota

Background

The federal Rural Health Transformation Program (RHTP) was created by H.R.1 (Section 71401 of Public Law 119-21) on July 4, 2025. It is a federal initiative to help states support rural communities in improving health care access, quality, and outcomes by transforming the health care delivery ecosystem. The RHTP focuses on promoting innovation, strategic partnerships, infrastructure development, and workforce investment in rural communities. The federal program will grant up to $50 billion to states over five budget periods. Minnesota has outlined their initiatives online (learn more about Minnesota's Rural Health Transformation Program).

This RFP supports the planning and development of regional Child and Adolescent Mental Health Initiatives. These initiatives will serve as a mechanism for regional collaboration to build effective community-based mental health services for children and adolescents across Minnesota. Based on the work of the Minnesota Adult Mental Health Initiatives, this activity brings counties and consortia of counties together to regionally coordinate mental health crisis services and support child and adolescent mental health. While Minnesota has a model of Adult Mental Health Initiatives, the needs of children and adolescents are different from those of adults, and this model should reflect these unique needs. Notably, this activity must be shaped for the needs of children and adolescents.

Arts & Culture Grant Program

Our Arts & Culture Grant Program will consider proposals that strengthen the arts and culture sector to serve all individuals and communities across the East Metro and Greater Minnesota.

The Foundation believes that all peoples, their cultures, and their art contribute to the meaning and understanding of our humanity and should be honored and celebrated.

Priority will be given to arts and culture organizations that seek to amplify narratives that address challenges facing communities experiencing marginalization (e.g., BIPOC communities, people with disabilities, low-income communities, LGBTQIA+ communities, formerly incarcerated communities and more) through the arts. Additional focus will be on organizations that play integral roles in the health, wellness and vitality of their communities.

Grant Details

In 2026, up to $1,000,000 is available for this grant program, and we anticipate awarding approximately 10 grants

Livable Communities - Development Projects Grants

Livable Communities development grants primarily support projects that plan to build new, rehabilitate, or preserve affordable housing (rental and ownership) and community-driven commercial spaces. Development grants support projects at all stages of development including:

• Pre-development
• Acquisition
• Environmental site investigation and cleanup
• Site preparation
• Construction or rehabilitation.

$26.9 million is available for development projects in 2026. Funding will be designated to the following outcomes:

• Early Stage Development: Environmental Site Investigation $500,000
• Early Stage Development: Pre-Development $1,500,000
• Construction Stage Development: Environmental Cleanup $5,500,000
• Construction Stage Development: Homeownership $3,500,000

Our Home State Grant Program

Our Home State works to ensure Minnesota’s housing ecosystem has the power and resources to create an equitable future where all Minnesotans have a stable home they can afford.

A collaborative effort by the Saint Paul & Minnesota Foundation, F. R. Bigelow Foundation and Mardag Foundation, with additional support from businesses, peer foundations and individual donors, the Our Home State Grant Program seeks to increase access to housing across Minnesota. Our Home State North Star: Minnesota’s housing ecosystem has the power and resources to create an equitable future where all Minnesotans have a stable home they can afford.

The grants support organizations and programs that provide pathways to affordable, quality housing supports organizations and programs that ensure access to affordable housing or emergency shelter.

Our Home State Ecosystem Grant Program 

The Our Home State Ecosystem Grant Program supports organizations and programs that ensure access to affordable housing or emergency shelter. Ecosystem Grants will be offered for general operating support.

• For shelter: grant amounts will be $100,000 per year for a five-year grant period, for total grant amounts of $500,000 per grantee.
• For affordable housing: grant amounts will be up to $150,000 per year for a five-year grant period, for total grant amounts of $750,000 per grantee.

In 2026, we plan to select ten shelter and ten affordable housing grantees. Seven East Metro and three Greater MN/Tribal grantees in each focus area.

F. R. Bigelow Foundation funds programs and helps shape initiatives that strengthen neighborhoods and downtown Saint Paul, while enhancing the quality of life in the East Metro area.

Systems Change Grant Program 

Our Systems Change Grant Program supports efforts to help systems adapt, transform and/or be disrupted to achieve more equitable results.

F. R. Bigelow Foundation believes that our community should not only benefit from our work, but inform and form it as well. Creating solutions to today’s issues requires a collaborative approach. Our work is also rooted in a commitment to racial equity.

The goal of our Systems Change Grant Program is to support efforts to help systems adapt, transform and/or be disrupted to achieve more equitable results.

To do this, we support organizations, programs or initiatives in or serving the East Metro working to address root causes of issues impacting the East Metro.

General operating support will be awarded to organizations, programs or initiatives in or serving the East Metro working to address root causes of any issue impacting the East Metro (including, but not limited to, the five funding priorities of our Community Solutions Grant Program). 

In 2026, up to $1,200,000 is available for this grant program, and we anticipate awarding approximately two to three grants.

The Rooted Philanthropic Grant is dedicated to supporting the East Side of Saint Paul through responsive and innovative grantmaking. By focusing on entrepreneurship, education, and wellness, the foundation aims to empower local communities with financial and social resources. Grants are primarily by invitation and are tailored to meet the unique needs of the community, ensuring that organizations and individuals can thrive and contribute to sustainable economic growth.

The Metallinou Postdoctoral Travel Award, offered by the Society for the Study of Amphibians and Reptiles (SSAR), supports postdoctoral researchers globally to present their work at the Joint Meeting of Ichthyologists and Herpetologists (JMIH) in July 2025. Awards, up to $1000, help facilitate crucial networking opportunities at a pivotal stage in their careers. Applicants must be employed as postdoctoral fellows and present their research at the conference.

The Metropolitan Council is the regional planning organization for the seven-county Twin Cities area. The Met Council operates the regional bus and rail system, collects and treats wastewater, coordinates regional water resources, plans and helps fund regional parks, and administers federal funds that provide housing opportunities for low- and moderate-income individuals and families. The 17-member Council board is appointed by and serves at the pleasure of the governor. 

Livable Communities Small Area Planning Grants

Livable Communities small area planning grants support cities in establishing conditions for dense, connected, and equitable development in alignment with Imagine 2050 goals.

The AGRI Urban Agriculture Grant Program, managed by the Minnesota Department of Agriculture, promotes urban youth agricultural education and community development in urban areas. With a total funding of $1.87 million available this fiscal year, grants ranging from $5,000 to $100,000 can help organizations obtain necessary resources. Eligible projects must support urban agriculture initiatives and can be located in cities with populations over 5,000 or on tribal lands, fostering resilience in local agricultural economies.

The Farmers Market Grant Program by Compeer Financial supports farmers by enhancing their marketing and technology capabilities. Grants can be utilized for branding, website creation, and payment technologies, as well as essential equipment like scales and tents. This initiative aims to promote direct consumer engagement and strengthen local food systems, ensuring fresh produce accessibility while fostering economic growth in rural communities. Eligible applicants must be Compeer clients actively participating in verified farmers markets.

Compeer Financial's Emergency Response Equipment Grant Program aims to enhance collaboration among rural fire, rescue, and ambulance departments by providing funding for specialized equipment. Grants of up to $10,000 support projects that improve emergency response capabilities, encouraging teamwork among departments serving adjacent jurisdictions. Eligible applicants must operate within Compeer's 144-county territory and demonstrate a clear plan for equipment use. This initiative underscores the importance of community cooperation in ensuring effective emergency services in rural areas.

The PLTW Launch program, supported by Burns and McDonnell, aims to enhance student engagement in STEM education within eligible communities. This initiative will provide grants to schools that implement at least one PLTW Launch module in the 2025-2026 academic year, followed by another module in subsequent years. The program is designed to empower students with hands-on learning experiences that connect real-world challenges to essential skills, fostering a stronger future in STEM fields.

The Neighborhood Builders Program, supported by Bank of America, empowers 501(c)(3) nonprofits through a two-year leadership development initiative. Participants receive funding, training, and networking opportunities to enhance their impact in communities. Since its inception, the program has invested over $346 million, training more than 4,000 leaders. The initiative focuses on advancing social mobility and economic opportunities, ensuring affordable housing, and fostering resilient communities. This program is vital for nonprofits aiming to strengthen their leadership and community engagement.
