TOT Grant Program

The Transient Occupancy Tax (TOT) Grant was established in 2017. It is a project/program based award providing support to non-profit organizations located in Sacramento County that carry out community-based programs and/or services in the areas of arts and culture, community development and services, economic or workforce development​ and health and human services. Once awarded, grant funds are administered on a reimbursement basis upon review and approval of an invoice submission with supporting documentation.

The TOT Grant funding support is designed for, but not limited to:

• Training, development, and education; 
• Programs, projects and events that support tourism;  
• Projects that address a community issue or problem; and/or
• Projects that extend the reach of services to underserved populations.

Annually the Sacramento County Board of Supervisors dedicates $1,000,000 of the County's Transient Occupancy Tax (TOT) revenue to be allocated to the TOT Grant Program through a competitive application process. Fiscal Year (FY) 2026-27 is the tenth TOT Grant funding cycle which will be approved during the June Recommended Budget hearings on June 2026.  

The Karen Colina Wilson Foundation Grant supports programs for children, youth, and women, enhancing their health and well-being through education, art, literature, and music. Since 2019, over $2.1 million has been contributed towards community projects. Eligible applicants must demonstrate tax-exempt status and proposals should favor funding for programs and physical improvements. National organizations and political activities are generally excluded.

The Beasley Foundation Grant supports nonprofit organizations in Dallas that focus on critical areas such as education, healthcare, substance abuse prevention, and mental health. To apply, organizations must have 501c3 status and align with the foundation's mission. The application process includes creating a login, submitting a Letter of Inquiry, and, if accepted, completing a full proposal. The foundation reviews applications quarterly, ensuring support for initiatives that make a positive impact in the community.

The Middle Tennessee Fund Grant, offered by the HCA Healthcare Foundation, supports nonprofits in addressing community needs related to basic necessities, healthcare, education, and the arts. Since its inception in 1997, it has prioritized organizations with established relationships with HCA Healthcare. Eligible applicants must be 501c3 organizations with a minimum budget of $250,000, serving the Middle Tennessee area, and demonstrating engagement with HCA Healthcare through board involvement or volunteerism.

The Wilson Foundation's Empower Grant supports transformative projects in North Baton Rouge, particularly in ZIP codes 70802, 70805, 70806, 70807, 70811, and 70812. With a focus on housing, education, community wellness, and economic vitality, the foundation seeks to empower local residents through collaborative efforts. By prioritizing community engagement and sustainable change, the grant aims to address the underlying social and economic challenges faced by over 124,000 residents in the region.

About the Program

 Since 1992, the Global Environment Facility Small Grants Program (GEF SGP) has embodied the very essence of sustainable development by "thinking globally and acting locally.” In the GEF partnership, SGP is serving a unique role supporting objectives of multilateral environmental agreements, contributing to the Sustainable Development Goals, and in achieving the GEF’s mission and mandate to deliver global environmental benefits (GEBs). 

The overriding objective of SGP 2.0 under the eighth replenishment cycle (GEF-8) is to “Catalyze and mobilize civil society actors and local actions needed to address major drivers of environmental degradation and help deliver multiple benefits across the GEF’s mandated thematic dimensions, while promoting sustainable development and improved livelihoods."

To achieve this, GEF SGP provides financial and technical support to local civil society organizations (CSOs) and community-based organizations (CBOs), with a special focus on Indigenous Peoples, women, and youth, to develop and implement innovative local actions that address global environmental issues, while also improving livelihoods and reducing poverty.

The SGP core global program is currently implemented by the United Nations Development Programme (UNDP), the Food and Agricultural Organization (FAO), and Conservation International (CI).

Scale Your Environmental Impact with the CSO Challenge Program

CSOs around the globe are invited to apply for the GEF SGP CSO Challenge Program - a new initiative designed to support and scale high-impact environmental solutions.

The program offers grants of up to $300,000 to help organizations expand or replicate successful initiatives that deliver measurable global environmental benefits while strengthening local communities. Beyond funding, selected organizations will receive tailored technical support, capacity-building opportunities, and knowledge sharing opportunities that can help sustain and expand their work.

Projects must align with one of five priority areas:

Community-based management of threatened ecosystems and species

• Sustainable agriculture or fisheries and food security
• Low-carbon energy access
• Chemicals and waste management
• Sustainable urban solutions.

The program is global, inclusive, and designed to reduce barriers to participation, with multilingual resources and support available throughout the application process.

BCBS of Texas provides sponsorships to organizations focused on improving community health and wellness. With awards ranging from $250 to $5,000, these sponsorships support various activities like health fairs, drives, and seminars. Organizations can apply for support but cannot receive both a grant and a sponsorship. Importantly, no 501(c)(3) status is required, making it accessible for diverse initiatives aimed at fostering healthier communities.

The Long Island Sound Study Research Grant Program, managed by Connecticut Sea Grant and New York Sea Grant, aims to fund research that supports effective management of Long Island Sound's resources. The program prioritizes actionable research addressing anthropogenic stressors while enhancing ecosystem health. A 50% non-federal match is required for funding, ensuring collaboration and sustainability. Applicants are encouraged to align their proposals with the themes outlined in the Comprehensive Conservation and Management Plan, facilitating informed decision-making for the region's environmental future.

The ACA Research Grant, administered by the Alberta Conservation Association, supports high-quality research projects aimed at the effective management of wildlife, fish populations, and their habitats in Alberta. Since 1997, this funding initiative has encouraged conservation efforts by partnering with local stakeholders, including anglers and hunters, to enhance the province's biodiversity. By focusing on impactful research, the ACA promotes sustainable practices that benefit Alberta's natural resources and ecosystems.

The Hearst Foundation's Social Service Grant focuses on tackling chronic poverty by funding direct-service organizations that implement effective solutions for economic independence and family strengthening. With a mission to support diverse nonprofits in the U.S., the Foundation allocates approximately 15% of its total funding to social services, prioritizing scalable programs that serve significant populations. The minimum grant size is $100,000, and special consideration is given to organizations addressing affordable housing, domestic violence, and youth development.

The Anna B. Stearns Charitable Foundation provides grants to support projects enhancing education, independence, and well-being for women and children, particularly focusing on girls. With an emphasis on preventive measures, it funds programs in education, job training, and community services. The foundation seeks to empower organizations demonstrating significant impact through measurable outcomes. Grants typically range from $15,000 to $20,000 annually, aimed at fostering long-term self-sufficiency and addressing environmental and advocacy needs.

The NC Biotechnology Center Fund Event and Meeting Grant provides vital financial support for events and meetings that enhance networking and information sharing within North Carolina's life sciences community. The grants include up to $3,000 for Biotechnology Event Sponsorships and up to $10,000 for Biotechnology Meeting Grants, catering to both local and international gatherings. This initiative aims to foster innovation and collaboration among researchers and companies, ultimately driving growth in the biotechnology sector.

Community Investment Program

Approved by the Oakland Board of Port Commissioners on July 2015, the Port of Oakland Community Investment Program seeks to add value and best serve our diverse communities within the Port’s footprint. This program provides grants to benefit the communities in the Port’s Local Impact Area (LIA) in Oakland, Alameda, Emeryville, and San Leandro, as well as communities in the Port’s Local Business Area (LBA) in Alameda and Contra Costa counties.

The Port of Oakland provides quarterly grants up to $5,000 to non-profit organizations that align with the following funding priority areas:

• Economic Vitality:

The Port promotes community and economic viability by helping small businesses thrive and create and sustain jobs that support our local community. We proudly support programs that expand access to Port opportunities for small and local businesses, as well as organizations that provide technical assistance to businesses to expand their impact.

• Environmental Sustainability and Healthy Communities:

We are committed to sustaining healthy communities through leading-edge environmental stewardship via our air quality, clean water, and energy conservation programs. We proudly support organizations that promote our environmental programs.

• Workforce Development and Education:

We support programs that prepare individuals to participate successfully in an increasingly global society and to contribute back to the communities in which they live. Specifically, we focus on supporting programs that prepare individuals for careers in port-related industries. Examples include but are not limited to: training and education in construction; trade and logistics; science, technology, engineering and mathematics (STEM) education; aviation, and the building-construction trades.

The Agricultural Conservation Easement Program in Mississippi, managed by the USDA's Natural Resources Conservation Service, promotes environmental sustainability through Wetland Reserve Easements. This program supports migratory waterfowl and other wildlife, enhances water quality, and combats climate change. Eligible landowners can receive 100% funding for permanent easements and partial funding for restoration. These efforts not only protect biodiversity but also offer opportunities for scientific and recreational activities, ensuring the preservation of valuable wetland ecosystems.
