Direct State Aid funding is distributed to participating public libraries through a formula that calculates:

• A base amount dependent on Tier Level met, as set by the Accreditation & Standards program.
• The per capita amount based on the population of the city and level of compliance with quality measures.
• Three percent of the amount of funding received by the library in the previous fiscal year for service to rural residents and contracting communities.

Community Development Block Grant Planning 

Description/Guidelines

CDBG Planning Grants are available to eligible counties, cities and towns. Local governments may apply on behalf of special purpose districts, such as water or sewer districts; unincorporated areas; public school districts; or nonprofit or for profit organizations, such as a human resource development council, an economic development agency, an area agency on aging, a local domestic violence shelter, a Boys and Girls Club, local food bank, hospital, nursing home, etc. Counties may also apply for Planning grants on behalf of tribal utility authorities or in those cases where tribal members would be assisted like any other county residents.

Local governments may apply for one CDBG Planning Grant per funding cycle. Local governments with an open CDBG Planning Grant from a previous funding cycle are ineligible to apply for an additional Planning Grant until their current planning project is completed and closed out, except in special circumstances, with prior approval of Commerce. 

Consolidated local governments, such as Butte-Silver Bow and Anaconda-Deer Lodge, may apply for two Planning Grants per funding cycle and may have up to two Planning Grants open at any given time. 

Stark Community Foundation is one of the area’s major sources of college scholarship support— thanks to the generosity of caring individuals, families and businesses that have created scholarship funds.

The Foundation currently manages more than 100 scholarship funds that support hundreds of deserving students each year from Stark and Carroll counties. In 2025, more than $1,000,000 was awarded to local students to help them achieve their educational dreams.

The Loris and Merle Coe Scholarship Fund

The Loris and Merle Coe Scholarship Fund assists graduating seniors (including home-schooled students) accepted to any two or four-year college or university who are either a Boy Scout or Girl Scout and have earned either an Eagle Scout Award or rank of Life Scout, Gold Award or Silver Award.

Southwest Virginia Hydrogen Hub

The Virginia Department of Energy is launching a program to encourage hydrogen production in the Southwest Virginia (SWVA) region and its use across the Commonwealth. The primary objective of this initiative is to tackle energy issues critical to hydrogen energy while promoting economic development in SWVA.

The program invites proposals from entities operating in the Southwest region of the Commonwealth.

Program Overview

Virginia Energy invites proposals for establishing planning grants of $250,000 each to support the potential for the development of the hydrogen production industry in the Southwestern Virginia region. The effects of the downturn of the coal industry have severely impacted the low-income and disadvantaged communities of the coalfields. Southwest Virginia is uniquely positioned to take advantage of this opportunity. The repurposing of previously mined land and development of energy-ready industrial sites with access to abundant water, natural gas, and on-site rail are ideal for creating a hydrogen production hub in the region.

This program represents a significant step toward a cleaner and more sustainable future for the citizens of the commonwealth, particularly those that have been historically underserved.

Town of Buena Vista Community Grants

The CMAB Community Arts Support Grant Program, managed by the Central Minnesota Arts Board, provides vital funding to enhance arts access in Benton, Sherburne, Stearns, and Wright counties. Established in 1979, this program supports nonprofit arts organizations with grants ranging from $3,000 to $10,000 for operations, administration, and outreach initiatives. Through these funds, CMAB aims to foster community engagement and appreciation for the arts, especially among underserved populations.

The Colegrave Seabrook Foundation International Scholarship, established by horticulturist Ed Markham, supports students pursuing careers in floriculture or horticulture. With awards of $4,500, this scholarship promotes international exchange between U.S. and European students. Applicants must be U.S. or Canadian citizens or residents, and maintain a minimum GPA of 2.0. This initiative highlights the importance of global learning in horticulture, encouraging students to explore marketing through international experiences.

Local Share Account (LSA) – Statewide

The PA Race Horse Development and Gaming Act (Act 2004-71), as amended, provides for the distribution of gaming revenues through the Commonwealth Financing Authority (CFA) to support projects in the public interest within the Commonwealth of Pennsylvania.

The Land & Building Acquisition Program, funded by the Illinois Department of Commerce and Economic Opportunity, offers $550,000 to enhance the quality of life for Illinois residents. This initiative supports land acquisition, infrastructure improvements, and site renovations within the 103rd House District. Grantees must provide detailed project narratives and report on fund expenditures to ensure accountability and alignment with the program's goals, thereby fostering community development and economic growth.

The Arts Fund for East Tennessee Grant Program, established in 1986, supports artistic excellence and cultural diversity in East Tennessee. In 2024, it aims to sustain cultural traditions and encourage diverse artistic expressions. Grants ranging from $5,000 to $15,000 will be awarded for two-year terms starting July 1, 2024. Eligible applicants include 501(c)(3) organizations and those with fiscal sponsors, focusing on outreach to underserved populations and grassroots art initiatives.

The Five Wings Arts Council offers the Community Arts Access Project Grants to support Minnesota non-profit organizations, schools, and governmental units in enhancing arts programming. Grants can fund new cultural activities or enrich existing ones, with a maximum award of $5,000. Applications are reviewed quarterly, and projects must occur within the five counties served by the Council. This initiative aims to boost local arts and provide educational opportunities, fostering community engagement through the arts.

The Land & Building Acquisition Program, administered by the Illinois Department of Commerce and Economic Opportunity, aims to enhance the quality of life for Illinois residents through funding for land acquisition and capital improvements. With a total grant amount of $1,000,000, applicants are required to submit detailed project narratives and budgets, demonstrating the scope of their projects and the anticipated impact on the community. This initiative supports the goals outlined in Public Act 103-0589.

The Arrowhead Regional Arts Council offers the Operating Support Grant, providing up to $15,000 annually to nonprofit arts organizations in Minnesota's Arrowhead region. This grant supports overall operations and programming expansion, benefiting various arts activities. Eligible applicants include arts organizations and groups with a fiscal sponsor that meet specific criteria. This initiative fosters a thriving arts community by ensuring organizations can sustain and grow their impactful programs.

The PLTW Computer Science grant, in partnership with Pentair, supports schools in implementing the PLTW Computer Science program for the 2026-2027 academic year. Schools must offer at least one PLTW Computer Science course and report on their progress for one year. The total award amount is $20,000, aimed at covering fees for participation, training, and necessary equipment, ensuring that students gain essential skills in the field of computer science.

The National Garden Scheme offers Community Garden Grants to support local gardening projects across England and Wales. Established in memory of Elspeth Thompson, these grants aim to empower community groups and CICs with funding for site preparations, tools, and plants. Eligible applicants must have a non-personal bank account and provide detailed cost breakdowns. However, local authorities and schools are ineligible, and funding cannot be used for salaries or promotional materials. This initiative fosters community engagement through gardening.

Utah State Library

The Utah State Library (USL), created in 1957, provides funding, training, professional expertise, and technical advice to library directors, library staff, and trustees across Utah. Through the Program for the Blind and Disabled, Utah Bookmobiles, Interlibrary Loan program, Book Buzz for Book Groups, Utah's Online Public Library, and the Utah Government Digital Library, USL ensures access to library materials and state publications for all Utahns.

LSTA Competitive Grant

Purpose

The Utah State Library via the Library Development Program supports Utah's libraries and librarians and promotes the improvement of library service through training, grant funding, consulting, youth services, outreach, and more. The Institute of Museum and Library Services priorities for LSTA funding can be found here. Together, these institutions provide this funding in support of the goals, and an application should primarily support one of these focal areas:

• Institutional capacity: Improve the library workforce; Improve library's physical and technology infrastructure; Improve library operations.
• Information access: Improve users' ability to discover information resources; Improve users’ ability to obtain and/or use information resources.
• Lifelong learning: Improve users' formal education; Improve users’ general knowledge and skills.
• Human services: Improve users’ ability to apply information that furthers their personal, family or household finances; Improve users’ ability to apply information that furthers their personal or family health & wellness; Improve users’ ability to apply information that furthers their parenting and family skills.
• Employment & economic development: Improve users’ ability to use resources and apply information for employment support; Improve users' ability to use and apply business resources.
• Civic engagement: Improve users’ ability to participate in their community; Improve users’ ability to participate in community conversations around topics of concern.

Grant projects must fit into at least one of the Goals stated in USL’s LSTA Five Year Plan 2023-2027.

The Tocker Foundation supports rural public libraries in Texas through its Library Automation Grant. Established in the 1960s, the Foundation addresses the resource scarcity in communities with populations of 12,000 or less. Grants cover the costs of software subscriptions, data migration, and training for automated library systems, helping libraries modernize their operations and integrate these expenses into their budgets over five years.

The Sadie Meyer and Louis Cohn Foundation, established through the will of Sadie Meyer Cohn, supports education and health initiatives in the San Francisco Bay Area. Organizations must be 501(c)(3) exempt and located in this region to qualify for funding. The foundation prioritizes aid for needy individuals and charitable causes, reflecting its commitment to community welfare and educational support.

The Culture & Community Grant aims to enhance Oklahoma's rich cultural heritage by supporting projects that celebrate and preserve diverse traditions and artistic expressions. This initiative fosters collaboration and community engagement, enriching lives through cultural experiences. By funding such projects, the grant seeks to bring communities together, expanding knowledge and appreciation for local cultures and historical achievements. Applications are encouraged from those committed to promoting cultural vitality and inclusivity.

The Arts and Culture General Operating Support provides multi-year funding to arts organizations in Philadelphia, aiming to enhance social, economic, and community benefits. This initiative seeks to address inequities by supporting diverse organizations and their programming, ensuring that marginalized communities have access to high-quality arts experiences. By fostering inclusive practices and strengthening community connections, the program promotes a vibrant arts ecosystem that uplifts all citizens and reflects their unique identities.

The AAO-HNSF Rande H. Lazar Health Services Research Grant offers $10,000 for one year to support research in otolaryngology. It aims to enhance participation in health services research by gathering socioeconomic data. Eligible applicants include otolaryngologists in the U.S. and Canada, including independent practitioners and residents. Projects must demonstrate clinical significance and innovation, with priority given to those that can attract further funding. Special consideration is given to research focusing on the socioeconomic impact of otolaryngology services.

The AGC Education Foundation Scholarship supports full-time students pursuing construction-related degrees at accredited Washington State institutions. Established in 1980, this initiative aims to enhance the construction workforce through educational grants, scholarships, and workforce development programs, benefitting students at community colleges and universities. Eligibility includes a minimum GPA of 2.5 and a commitment to a construction career. Scholarships cover tuition and fees, excluding housing, with various awards available annually.

The Healthcare Foundation of New Jersey offers Standard Grants aimed at reducing health disparities and enhancing the well-being of underserved populations in Newark and Greater MetroWest NJ. The Foundation supports innovative healthcare initiatives, capital improvements, and capacity-building projects. Eligible applicants include 501(c)(3) non-profit organizations serving vulnerable communities. The Foundation prioritizes programs that infuse compassion into healthcare delivery and address emergent needs, while ineligible projects include individual support and general operating expenses.
