EFC is offering $2.5 million dollars to strengthen cybersecurity readiness and resilience and support operational continuity for eligible water and wastewater systems across New York State. The SECURE program will provide funding for projects that enhance cyber protections, modernize digital infrastructure and reduce vulnerabilities for critical drinking water and wastewater systems. This strategic initiative expands upon Governor Hochul’s commitment to safeguard essential services, improve risk management practices, and support communities meeting evolving cybersecurity expectations. Funding is available for both cybersecurity assessments and implementation based on best practices and regulatory requirements. 

The SECURE Assessment grant will assist eligible clean water and drinking water systems to evaluate their cybersecurity posture, identify vulnerabilities, and prioritize risk mitigation needs. A municipality may apply for up to $50,000 with a 0% match.

A municipality may apply for up to 20% of net eligible costs, up to $100,000.

The Timber for Transit Program advances the use of domestic forest products in transportation infrastructure projects across Maine, New Hampshire, New York, and Vermont to showcase the capabilities of wood in these applications. Highly competitive projects will demonstrate and widely promote the utility of high value forest products (e.g. glued laminated timber, cross laminated timber, composite materials, etc.) in transportation infrastructure and commit to enhancing climate resilience in rural communities. Transportation Infrastructure shall mean construction, alteration, or repair of physical transport facilities, systems and structures, including fixed installations and rights of way necessary for transporting from one point to another, that: are open to the general public for use, facilitate reliable movement of people and goods, and influence local and regional economies.  

Early-stage activities—such as planning, inventory assessments, engineering, design, cost benefit analysis, permitting, site assessments, and environmental assessments—that support future Timber for Transit implementation projects are eligible for up to $1,000,000.

New York Fund for Innovation in Research and Scientific Talent (NYFIRST) Medical School Grant Program

Objective

The NYFIRST medical school grant program is designed to encourage the recruitment or retention of exceptional life science researchers and world-class talent at the state’s medical schools to accelerate translational research.

NYFIRST makes available a maximum grant of $1.0 million to eligible institutional applicants. NYFIRST funds may be used to support the establishment or upgrading of laboratories for the recruited researcher, for the purchase of capital equipment and specialized supplies needed for their research, and as working capital to cover costs of professional staff (including staff scientists, postdoctoral fellows, and technicians, but excluding the recruited researcher) critical to the proposed research. Grantees are required to provide $2 in matching funds for every $1 of NYFIRST program assistance.

Program grant awards are made through a competitive grant solicitation until the funds under this program are fully committed. 

There are no restrictions with regard to the therapeutic area of research being pursued.

Eligible veterans may be renters or homeowners, with service-related injuries, age, or health related disabilities.   • Costs related to the replacement of dilapidated mobile or manufactured homes will be eligible for grant reimbursement. These costs include, but are not limited to:
    • Demolition, removal, disposal of the dilapidated units;
    • Purchase and site prep for new unit;

New York State Homes and Community Renewal (HCR)

New York State Homes and Community Renewal (HCR) is the State’s affordable housing agency, with a mission to build, preserve, and protect affordable housing and increase homeownership throughout New York State. HCR develops, preserves and protects affordable housing and invests in economically vibrant communities. We work with many private, public and nonprofit partners to create safe, healthy and affordable housing opportunities for all New Yorkers.

HCR is charged with carrying out Governor Hochul’s new $25 billion, five-year, comprehensive housing plan to increase housing supply by creating or preserving 100,000 affordable homes across New York including 10,000 with support services for vulnerable populations, plus the electrification of an additional 50,000 homes.

RESTORE Program

The Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) program provides financial resources to assist senior citizen homeowners aged sixty and over with the cost of addressing emergencies and code violations that pose a threat to their health and safety or affect the livability of their home. Assistance with the cost of these critical repairs will enable seniors to continue to live independently in their homes. The funds made available in this RFA are appropriated 2026-27 NYS State Budget funds.

Eligible applicants for the RESTORE programs are units of local government and not for-profit corporations that have been providing relevant service to the community for at least one year prior to application.

  • Characterize spatial and temporal variability of manganese (Mn) concentrations and speciation in distribution systems and potential impacts in premise plumbing.
  • Investigate Mn speciation and its influences on interactions with water chemistry, corrosion control treatment, and complexing agents, and assess implications for Mn occurrence, stability, and release in distribution systems and premise plumbing.
  • Evaluate the relationships between Mn stability and release, including long-term legacy deposit mobilization, in relation to chemical, hydraulic, and biological processes in distribution systems.
  • Evaluate strategies for mitigating Mn accumulation and release, including corrosion control treatments such as phosphate blends, and assess operational practices such as flushing and other system maintenance activities.
  • Recommend monitoring strategies to identify system-specific risks, support detection of Mn accumulation, and inform responses to anticipated regulatory changes.
