Farmers Drought Relief Fund

The Department is making grants available to farmers to address the need for agricultural water management plans and the installation of agricultural water sources, including:

• Dug wells
• Drilled wells
• Gravel-packed wells
• Water storage ponds

Overview

Background and Purpose

The Maine Farmer Drought Relief Fund (FDRF) was created by the Maine Legislature (7 M.R.S.A., Chapter 8-A, subchapter 4 § 220-A(3)) to assist farmers in the State to overcome the adverse effects of drought conditions by providing grants.

The Department will make up to $ 930,000 available for installation of agricultural water sources from nonlapsing funding. An additional $ 300,000 may be available from FY 27 funding after July 1, 2026 and may be used to fund additional projects at the discretion of the Department.

The Department reserves the right to determine the number of awards and modify, partially fund, or increase awards at the Department’s discretion.

The ME Agricultural Conservation Easement Program (ACEP) supports the preservation of agricultural land by limiting nonagricultural uses and enhancing conservation values. It offers two components: Agricultural Land Easements (ALE) and Wetland Reserve Easements (WRE). ALE helps protect croplands and grasslands on working farms, while WRE focuses on restoring degraded wetlands. Additionally, the program includes the Wetland Reserve Enhancement Partnership (WREP) to improve wildlife habitat through collaborative efforts.

The Joseph W. Mayo ALS Scholarship is designed to support nontraditional adult learners in Maine pursuing higher education. Established to honor Mr. Mayo, who battled ALS, this scholarship assists individuals who have faced unique challenges in their educational journey. Eligible applicants include those over 25, working full-time, or facing financial independence issues. The scholarship aims to ease financial burdens, enabling recipients to focus on achieving their educational goals and contributing positively to their communities.

The ATV Municipal Grant (ME) is a funding opportunity from the Maine Department of Agriculture, Conservation and Forestry, designed to assist municipalities in developing and maintaining ATV trails. Municipalities can receive reimbursement for up to 90% of eligible costs, including equipment rental and repair. To qualify, towns, cities, or counties must submit requests with matching local funds. A commitment of one year is required to access this financial aid.

The NE-AIPG Angelo Tagliacozzo Memorial Geological Scholarship (ATMGS) supports junior and senior undergraduate geology students in the NE Section, honoring Angelo Tagliacozzo's legacy. Established in 1986, the scholarship aims to encourage young geologists to pursue careers in geological sciences. Eligible candidates must be enrolled in accredited programs, on track for required credit hours, and can only receive the scholarship once. This initiative fosters early engagement with AIPG, emphasizing professional affiliation and support for the next generation of geologists.

The ATV Club Grant in Maine provides funding to registered ATV clubs for trail development and maintenance. Available funds can cover up to 100% of eligible expenses, with a maximum reimbursement of $12,000. Clubs must be incorporated and in good standing to apply. Eligible costs include trail improvement, equipment rentals, and labor. However, capital equipment purchases are not reimbursable. This grant aims to support the growth and maintenance of ATV trails across the state.

The Coby Foundation Grant is dedicated to supporting non-profit organizations in the Mid-Atlantic and New England regions, focusing on innovative projects related to textiles and fashion. Applicants are encouraged to submit a letter of inquiry with a project description and budget at least nine months prior to the project start. The foundation seeks exhibitions, public programs, and publications that enhance understanding of textile arts, while promoting underrepresented artists and cultures.

The Morton-Kelly Charitable Trust, established in 1988, focuses on enhancing community connections through arts, culture, and environmental initiatives in Maine. The Trust supports projects that foster creative expression, promote historic preservation, and encourage environmental stewardship. Grant applicants can seek up to $20,000 for operating support or specific projects that align with these priorities. The Foundation emphasizes equitable access and community representation in its funding decisions.

Nonprofit 501(c)(3) organizations in Maine focused on grassroots community organizing for social, racial, economic, or environmental justice can seek approximately US $12,000 in mostly general support. Focused on progressive social change, Abelard Foundation invites local, early-stage groups with budgets under $350,000 east of the Mississippi River to apply.

The Joseph & Dorothy Headley Scholarship supports Maine's nontraditional students, providing financial assistance for those pursuing post-secondary education after facing various life challenges. Eligible applicants must be Vinalhaven residents for three years, display good character, and demonstrate financial need. The scholarship aims to empower individuals over 25, those working full-time, or financially independent students. By easing financial burdens, this initiative encourages adult learners to focus on their educational goals and enhance their lives through training and education.

The Henry L.P. Schmelzer College Transitions Scholarship provides essential financial support to nontraditional adult learners in Maine. Aimed at residents facing financial need, this scholarship facilitates access to various educational pathways, including two- and four-year colleges, certificate programs, and self-directed learning. Named after a notable advocate for education, the fund encourages adults to pursue their academic goals, ensuring they receive the necessary resources to overcome barriers and thrive in their educational journeys.

The George H. and Charlotte B. Cressy Memorial Scholarship supports adult learners in Maine aiming for post-secondary education. Established in 2021, it assists residents of Greater Portland in overcoming financial barriers to educational opportunities at accredited institutions, including colleges and trade schools. Eligibility includes being a Maine resident and meeting one of several criteria for nontraditional students, such as age or financial independence. This scholarship empowers individuals to pursue personal and professional growth through education.

Maine dairy farmers, producer cooperatives, service providers, and milk buyers focused on on-farm production can access funding through the Vermont Agency of Agriculture, Food & Markets to modernize and improve dairy operations. Grants of US $15,000 - US $100,000 support systems-level projects that boost farm viability, reduce climate impacts, enhance milk quality, and improve worker conditions across Northeast states.

The James and Marilyn Rockefeller Scholarship supports Maine residents over 18 who seek educational opportunities that will transform their lives. Designed for nontraditional students, it offers financial assistance for various training programs, including college and certificate courses. Applicants must demonstrate determination and have a clear plan for their education. This scholarship aims to alleviate the financial burden of pursuing higher education, empowering adult learners to achieve their academic goals.

The Bettie H. MacRae Scholarship provides financial support for nontraditional students in Maine, particularly those from Islesboro, to pursue career-related education. It emphasizes the importance of adult learners overcoming challenges in their educational journey. Eligible applicants must meet specific criteria, such as being over 25 or having dependents, and can enroll in various accredited programs, including online courses and professional training, to enhance their employment opportunities.

The Sprague Charitable Contribution Program focuses on giving back to communities through charitable donations. With awards ranging from $250 to $10,000, priority is given to organizations that support children and environmental stewardship, particularly within Sprague's operational areas. The program seeks impactful contributions that can achieve significant results, reflecting Sprague's commitment to social responsibility and community improvement.

River Rock Shared Future Fund

Purpose

The River Rock Shared Future Fund’s long-term goal is achieving greater racial equity by increasing economic opportunities, education levels and health and wellness in communities of color in Maine.

Types of Funding

Two-year general support grants for flexible funding of any type such as new/expanding/ongoing programs and operational needs including capital expenses. Your organization’s primary work must meet the River Rock Shared Future Fund criteria listed below.

Multi-year grantees will be selected every two years.

NCRC Field Empowerment Fund (FEF) - Housing Counseling Services

The Field Empowerment Fund (FEF) empowers NCRC network members to level up established service lines.

The Housing Counseling Services series within FEF supports HUD-approved housing counseling agencies in driving homeownership, such as through pre-purchase counseling. In addition, the program builds agency knowledge on heirs’ property challenges to better equip first-time and low-income homebuying households with the know-how to retain intergenerational wealth.

In doing so, FEF-HCS aims to help underserved families begin their homeownership journey, with an additional goal of ensuring foresight into the long-term future of their home purchase.

The FEF-HCS series is funded in partnership with Key Bank and HSBC, and targets communities within the Key Bank and HSBC branch footprints.

Through these partnerships, $2.5 million in Key Bank geographies and $1.5 million in HSBC geographies has been allocated for the subgrants for direct-to-client housing counseling services that will be awarded in three rounds in the FEF-HCS track.

Funding Support

Awardee agencies will receive subgrants to support their housing counseling services to clients.

Knowledge Building

Awardee agencies will attend a training session on heirs’ property challenges and best practices, hosted by NCRC National Training Academy. Bolstering counselor knowledge on this topic will ensure that your agency is not only serving clients in their personal wealth-building journey now, but also helping them preserve that wealth in generations to come.

Rural Maine state and local governments, private nonprofits, and federally recognized tribes can fund water and waste infrastructure projects through USDA Rural Development’s Water & Waste Disposal Program. Focused on sanitation and clean drinking water, it supports acquisition, construction, or improvement of drinking water, sewer, solid waste, and stormwater systems, plus related project costs.

Efficiency Maine Trust 

The Efficiency Maine Trust (Efficiency Maine) is the independent, quasi-state agency established to plan and implement energy efficiency programs in Maine. Through its suite of nationally recognized programs, Efficiency Maine provides consumer information, marketing support, demonstration pilots, discounts, rebates, loans, and other initiatives to promote high-efficiency equipment and operations that help Maine’s homes, businesses, and institutions reduce their energy costs and lower their greenhouse gas emissions. The result is job growth, better grid reliability, improved energy independence, a stronger local economy, and progress toward meeting the State’s climate change goals. Efficiency Maine is governed by a Board of Trustees with oversight from the Maine Public Utilities Commission.

Commercial and Industrial (C&I) Custom Program

The C&I Custom Program incentivizes tailored energy efficiency and distributed generation projects that require site-specific engineering analyses and/or projects with energy conservation measures that are not otherwise covered by the C&I Prescriptive Program incentives.

Examples of customers who have participated in the C&I Custom Program include hospitals, manufacturers, universities, commercial bakeries, food processors, office complexes, and data centers.

The C&I Custom Program includes: 1) Custom Efficiency Projects; 2) Custom Distributed Generation Projects; 3) Energy Storage System Projects; 4) Compressed Air Leak Surveys; 5) Technical Assistance; 6) School Decarbonization Technical Assistance; 7) Scoping Audits 

Scoping Audits

Efficiency Maine offers free scoping audits to eligible businesses that have the potential to develop a qualifying project under the C&I Custom Program. These scoping audits provide businesses with the opportunity to get a professional consultation on their facility’s specific energy use and identify cost-effective energy efficiency projects that will reduce operating expenses.

The Organization Operations Grant, offered by the Maine Arts Commission, provides essential support for 501(c)(3) arts organizations in Maine with annual budgets exceeding $25,000. This funding aims to bolster the arts sector by sustaining organizations, infrastructure, and the creative workforce. Eligible applicants must prioritize the arts in their mission and demonstrate that at least 50% of their programming is arts-related. Awarded funds can cover operational costs incurred between July 1, 2024, and June 30, 2025.

The Maine Healthy Soils Program offers a Soil Health Implementation Grant to support projects that mitigate barriers to soil health on farms. Applicants can receive up to $100,000 for expenses related to soil amendments, cover cropping, and equipment purchases. This initiative aims to enhance soil health, improve agricultural yields, and encourage sustainable practices. Eligible applicants must be enrolled in the Maine Healthy Soils Program to apply. This grant helps promote healthier farming practices across Maine.

Maine 501(c)(3) nonprofits, schools, municipalities, and other eligible organizations can seek support for specific programs, services, events, and capital projects, especially in financial education, workforce development, affordable housing, economic development, and youth and education. Focused on community impact, Machias Savings Bank invites requests of $100 or more for donations, pledges, and sponsorships statewide.

The Department of the Interior's Wildland Fire Service Joint Fire Science Program (JFSP) invites proposals for the FLAMES award, aimed at master and doctoral students in wildland fire studies. This initiative enhances research relevance by connecting students with fire management practices, providing experiential learning opportunities, and fostering mentorship. Students will gain valuable insights into management and policy, preparing them for impactful careers in fire science. The program emphasizes peer-learning and professional development in the context of wildland fire management.

Children’s hospitals, general hospitals with pediatric departments, and nonprofits in Maine serving children battling illness can receive US $25,000 - US $65,000 annually to build or expand gaming programs. Joy in Childhood Foundation funds equipment, connectivity, staffing, and virtual programming so pediatric and teen patients can enjoy engaging, therapeutic gaming experiences during hospitalization.

Children’s hospitals and general hospitals with pediatric departments in Maine can receive US $20,000 - US $50,000 to host prom-like events for teen patients ages 13–19 who cannot attend their own prom due to illness. Joy in Childhood Foundation’s Dunkin’ Prom Grant funds event space, food, entertainment, formal wear, and related prom experiences.

Children’s hospitals and health centers in Maine can apply for the Dunkin' Joyful Spaces Grant to renovate or create joyful pediatric spaces such as playrooms, playgrounds, teen rooms, and healing gardens. Joy In Childhood Foundation offers US $75,000 - US $150,000 for single- or multi-year projects at facilities located near Dunkin’ locations.
